The Chair expressed concern about the JAA’s development of non-taxable property for commercial uses in competition with private properties and the effect on the City’s tax base.  Several committee members expressed concern about the JAA’s failure to contact the Council in advance and give some explanation of the intent of this proposed change.  The Office of General Counsel was asked to research FAA regulations that are reported to prohibit the JAA from conveying any of its revenues to the City.
