The committee engaged in lengthy discussion with the appellant, the exception applicant and his representative, the Planning and Development Department representatives and the General Counsel’s attorney about the proposed project and how it does or does not comply with the provisions of the Comprehensive Plan.  There was considerable discussion about the proper analysis of an exception in the context of the Comp Plan’s land use categories.  Council Member Crescimbeni noted that, to the best of his knowledge, no exception for sale of liquor has ever been granted to a property in the NC land use category since the Comp Plan has been adopted and urged the committee to continue that precedent.  Council Members Crescimbeni and Lee requested information from the Planning Department about the number of exception applications filed but not granted for alcohol sales in an NC land use category since the adoption of the Comp Plan.
