Attendance: Council Members Lori Boyer (Chair), Bill Gulliford, Matt Schellenberg and Don Redman

Chairwoman Boyer called the meeting to order at 1:00 p.m. and reviewed the marked agenda which contained 4 items marked for deferral, 10 items ready for action, 5 public hearings to be opened and continued, and 5 items for second reading and re-referral.
2012-507 (rezoning on Kings Road): an amendment will be offered to revise the legal description and one “whereas” clause.
2012-578 (amending Ordinance Code Chapter 30 to combine the Current Planning and Community Planning divisions of the Planning Department): will be deferred today.
2012-724 (rezoning on Tierra Verde Lane): the Planning Department and Planning Commission produced conflicting reports on this bill.
2012-725 (rezoning on Gilmore Street): the applicant requests withdrawal and will re-file new land use and rezoning ordinances.
2012-336 (small scale land use amendment on Post Street), 2012-367 (rezoning on Post Street) and 2013-20 (appeal of a Historic Preservation Commission grant of a Certificate of Appropriateness (COA) with conditions: the committee discussed the order of procedure for considering these related bills. The Chair is inclined to open all three public hearings simultaneously since the public may wish to comment on various aspects that relate to two or all three of the bills. The Planning Department will give introductory remarks to set up the issues, followed by the Jacksonville Historic Preservation Commission (JHPC) staff with its introduction, then Steve Diebenow representing the applicant to make his case, followed by the public hearings, then a rebuttal period for Mr. Diebenow, then a JHPC wrap-up, then a final rebuttal by Mr. Diebenow and then committee debate and action.
2012-720 (appeal of historic designation of the Bostwick Building on Bay Street): will be deferred at the request of the owner until the next meeting.
There being no further business, the agenda meeting was adjourned at 1:20 p.m.
