Attendance: Council Members Kimberly Daniels (Chair), Lori Boyer, Reggie Brown; Assistant General Counsel Paige Johnston; Sean Costigan, Council Auditor’s Office; Margo Klosterman, Mayor’s Office; Lin White, Public Works Department;  Steve Pace, Environmental Quality Division, Neighborhoods Department John Snyder, Grants & Contract Compliance; Roshanda Jackson, Public Service Grant Council; Randy Wyse, Jacksonville Association of Fire Fighters; Mike Yokan, promoter; Connie Holt, Ed Suggs, Executive Council Assistants; Paula Shoup, Legislative Services; John J. Jackson, Council Research Division.

 

The Chair called the meeting to order at 3:34 P.M.

 

A lengthy discussion ensued on how the Committee would proceed with Item #2, ORD-MC 2013-676 Amending Chapt 368 (Noise Control),,,to create New Sec.368.109, Adopting Interim Rules for  Admin of Special Events over 500 people at Metropolitan Park…Provide for Sunsetting of said Interim Rules… Council Member Boyer and Assistant General Counsel Paige Johnston explained what the issues were and what had been resolved at a previously held meeting.  At a noticed meeting that included the bill’s sponsor, Council Member Denise Lee, Council Members Daniels and Boyer, Steve Pace, Environmental Quality Division, Tonisha Gaines, Special Events Manager, Mike Yocan, and others, provisions of the measure were modified, language clarified and issues such as decibel levels, the City’s ability to “pull the plug”, octave bands, and others were addressed.  Mr. Yokan was supposed to have followed up with subsequent communications with Council Member Boyer and Paige Johnston.  At this meeting, Mr. Yokan distributed a printed summary outlining his point of view of how matters stand.  It was decided to continue the discussion and attempt to resolve and clarify remaining questions at the Committee meeting.

 

There being no further business, the agenda meeting was adjourned at 4:04 P.M.
