Council Member Lori Boyer answered Council Member Greg Anderson’s question about what the bill does.  She noted that there will be a two-part regulatory system: (1) decibel limit inside the park at sound mixing board or (2) decibel limit at receiving properties if promoter uses “sound steering” technology.  Explanation of 12 ticketed events history.  Can transfer the twelve event limit to another property of equal value.  One year sunset period if not renewed.  The Committee debated the 6 violations and the $10,000 cumulative fine.  The bill provides a means to terminate the concert after the sixth violation (1 warning, 5 graduated fines).  Council Member Brown opposes shutting down the concert.  Council Member Boyer suggests a big fine for the 6th violation.  Council Member Kimberly Daniels called in on the telephone and requested that the item be deferred.
