Council Member Warren Jones raised concerns about the deferral; the Clara White Mission component in the proposed legislation is the concern.  The project could be time sensitive and imperiled if the funding is not available to enable bids for contractors.  Delay could spike the costs of contractors.  The project is located in Mr. Jones’ Council District.

Council Member James Love reminded the panel that hurricane season is here and that the City of Jacksonville has a pamphlet/brochure available for citizens that provides information on preparations to avert the problems and dangers associated with the tropical storms.

 

Council Member Kimberly Daniels shared with the panel impressions that she had from a recent tour of the County Jail.  Generators in the building’s basement are disrepair and in the event of a storm, the flooding could result in the release of inmates.  She thought that there might be the need of a subcommittee to look into this matter.

 

Council Member Daniels brought to the Committee’s attention a concern that she felt merited discussion, namely, what she felt was a sense of disrespect that she felt that the Administration had for Council Members and Council staff.  As an example, she  reported that she has repeatedly sought an appointment with Code Enforcement Chief, Kim Scott, to discuss issues that the Council  Member had.  She reported that her repeated efforts to arrange an appointment were to no avail.

 

Council Member Daniels related an incident  that she she experienced on Memorial Day.   She indicated that she and U.S. Representative Corrine Brown were disrespected by Mayoral aides.  She reported on an incident at Duchee Stevens’ home where she felt that officials displayed disrespect.

 

Council Vice President Gulliford was supportive of Council Member’s contention that the Council was an ”equal partner” with the Mayor’s Office.

 

Council Member Reggie Brown contended that the residency requirement ordinance that he sponsored and that was enacted was being circumvented; it was his understanding that fire and police personnel were exempt from the residency requirement.  He asked the Administration’s Council Liaison, Michelle Barth, to look into this.

 

Council Member Warren Jones suggested that to resolve the issues and concerns raised by Council Member Daniels, she should send a letter inviting the Office of General Counsel, the Director of the Neighborhoods Department and Kim Scott to the next Public Health & Safety Committee meeting to answer questions about the Duchee Stevens situation and Council Member Daniels’ inability to schedule meetings with Administration staffers.  Mr. Jones indicated that the issues and concerns could be raised again during the upcoming budget deliberations.

 

Council Member Daniels indicated that she prefers using the Council’s authority to subpoena Mayoral staff.

 

Council Member Matt Schellenberg, noting the presence of Dave Roman, suggested that he was confident that Mr. Roman and Michelle Barth would be taking all of the comments made and concerns raised back to the Mayor’s Office.
