Scott Trebatoski, Chief, Animal Care& Protective Services, explained why the Administration had requested an effective date of October 1, 2015.  He fielded numerous questions.

 

Council Member Warren Jones offered a friendly amendment to set the effective date as October 1, 2014.

 

Council Member Matt Schellenberg contended that the Council should wait until after Mr. Trebatoski’s study of the issue is complete.  Mr. Trebatoski indicated that this was his preference, as well.

 

The Committee voted to approve the Jones amendment and subsequently recommended the approval of the measure as twice amended..

Steve Pace, Environmental Quality Division, explained the legislation and fielded questions.  He indicated that the arrangement between the City and the State of Florida had been in place for a number of years.

 

Council Member Doyle Carter took issue with the current system of issuing permits to individuals.

He implored Mr. Pace to meet with him to discuss how the current system could be improved.

There was a lengthy discussion on the philosophy of actually giving a vehicle from the City’s fleet away at no cost.  It was explained that this practice of conveying surplus vehicles to non-profits or other governmental entities had been in place for a number of years.  Council  Member Schellenberg contended that times had changed, that the economic climate had changed significantly.  He felt that the vehicle in question should be paid for by the recipient.  Mr. A. L. Kelly of the Public Defender’s Office, 4th Circuit, explained that considering that the Public Defender’s Office has to pay for repairs and upkeep of the vehicle, the fuel and other expenses, in the long run, the City actually comes out ahead. 

 

Council Member Jim Love spoke in favor of conveying the vehicle.
