The Chair explained and commented on how the item had fared in the Rules Committee that had met earlier in the day; while he thanked Council Member Schellenberg for bringing a number of issues to the fore, particularly the number of vacancies on numerous boards, he, Council Member Anderson, would be voting against the proposed legislation to reduce membership on the Human Rights Commission.  Council Member Schellenberg had distributed information on the number of vacancies on various boards and attendance records.   Council Member Schellenberg offered an amendment to set the Human Rights Commission membership at 12.  The amendment failed (3-2) (Schellenberg, Redman).
