Bill Summary

 

Deputy CAO Cleveland Ferguson described the changes from the original bill to the first substitute and then proposed changes to the substitute as a result of last week’s Reorganization Committee meeting. The administration’s latest proposal would keep Military and Veterans Affairs as a direct report to the Mayor but move Disabled Services to the Parks, Recreation and Community Services Department; would organize the Public Works Department into two silos – operational divisions reporting to the Director of Operations and support divisions reporting to the Director of Public Works, and making Traffic Engineering into a division; and would strike “Regulatory” from the Regulatory and Compliance Department. The committee discussed the proper location for the JSEB program.  Peggy Sidman requested assistance from Council Member Bishop and the Planning Department in crafting language regarding the Transportation Planning Division and from the Parks and Recreation Department in choosing an alternate name for the current Waterfront Parks Division.

Bill Summary

 

Public Works Director Jim Robinson answered numerous questions about the personnel and resources necessary to create the new Mowing Division and how it would absorb existing functions and resources. He differentiated between work performed in-house and contract work, noting that the City currently has no resources allocated for cemetery mowing and cleanup of vacant City properties. A large part of the estimated $1.2 million in additional costs associated with the new division is for an enhanced level of service over what is currently being provided. Council Member Clark proposed an amendment to appropriate funding from the City’s Emergency Reserve fund to fund the new division for the remainder of the fiscal year.
