In response to a question from Council Member Boyer about whether the City human resources department has discussed the issue of retroactive appointments with the Sheriff, Mayor’s Chief of Staff Chris Hand indicated that he would find out.  Ms. Boyer pointed out a conflict between the JSO’s regular requests for retroactive appointments and pay for appointed officials and the City ordinance which prohibits that practice.  Council Member Schellenberg questioned the timing of appointments and the length of tenure of acting officials when he believes that vacancies should be recognized and filled much faster.

Bill Summary

 

Jeff Foster, Acting Chief of the Solid Waste Division, explained the need for the emergency and how the accounts from which the funding is proposed to be transferred were selected as the source of the funding for this project.  The City needs to expedite the acquisition of wetlands mitigation credits to further the permitting process for the expansion of Trail Ridge Landfill; construction needs to be underway by the end of FY14 in order to ensure that new landfill capacity will be available before the current capacity is used up.

Bill Summary

 

Council Member Carter explained the need for the bill and the rationale for waiving the application fee. John Jones of the Real Estate Division explained that the closure had been proposed by the council member to the Mayor’s Budget Review Committee, which declined to hear the proposal because the property owner had not filed the usual application with the application fee. Chris Hand was requested to provide the committee with copies of the minutes of the MBRC meeting at which this was discussed.  Council Member Boyer said that she believes this is at least the second case where a council member has filed legislation to waive the normal application fee for an administrative process.

Council Member Clark asked for an opinion from the Office of General Counsel on how the newly enacted state law regarding ethics training for constitutional officers and county commissioners applies to the City Council, given the consolidated government’s status as both a city and a county.

 

Council Member Boyer alerted the committee to the fact that there is an on-going water supply crisis in the Pine Forest area.  She understands that JEA has estimated the cost of extending a public water line to the affected area at $32,000.  She is hopeful that either the City or the JEA will be able to locate a funding source and extend the line quickly, but if that is not forthcoming then she intends to file legislation to transfer funding from another Council District 5 capital project to solve this problem.
