Council Member Bishop stated that he has not yet received a response to his questions posed previously to General Counsel Cindy Laquidara.  Council Member Schellenberg stated that he has talked to several prior General Counsels about the situation before he filed the bill and they believe that a proper General Counsel selection process was not followed during the transition from the Peyton to the Brown administration.  The previous mayor and city council should not have acted on a reappointment resolution for the General Counsel and that action should not bind the current mayor and council.  He believes a proper search process following the requirements of the Charter and Ordinance Code should be implemented and a new appointment made by the current council.  Council Member Jones noted that a lawsuit to settle the question of the validity of the appointment of the current General Counsel was filed last week by Concerned Taxpayers of Duval County.

Council Member Bishop stated that Twane Duckworth, the City’s Risk Manager, is in the process of making revisions to the standard insurance and indemnification language in the Ordinance Code.

Council Members Clark and Schellenberg expressed concern about the turnover of membership and leadership on the independent authority boards, citing a loss of institutional knowledge and leadership capacity.  Council Member Schellenberg noted his resolution 2012-699 urging the Mayor to notify independent authority board members 60 days in advance of the end of their terms of his intention to reappoint or not reappoint them to the board.  Mia Jones of the Mayor’s Office stated that the Mayor is nominating new members to the boards to provide specific skills and assets. Council Member Brown stated that no board or commission member is entitled to reappointment to a second term, and the appointing authority (mayor or governor) should have the power to make changes as they see fit, with City Council’s concurrence by confirmation of the appointments.
