Bill Summary Council Member Brown explained the rationale for the bill
and the committee engaged in considerable discussion about potential problems
and improvements. Issues identified
included dealing with property owners who don’t know that a transient vendor
is operating on their property, the need to better enforce existing
regulations, and the possibility of using zoning enforcement as another
avenue for addressing these illegal transient businesses. Council Member Lee suggested issuing a
warning letter to an owner of property first and giving them an opportunity
to rectify the problem before issuing a citation. Council Member Brown will hold further
