Council Member Schellenberg distributed several handouts showing the Human Rights Commission’s history of actions, meetings, and membership.  The committee engaged in lengthy discussion with Mia Jones and Daphne Colbert of the Mayor’s Office about the number of mayoral appointment vacancies on City boards and commissions and about the procedures used to publicize vacancies and to solicit, screen and select nominees to fill vacancies.  Council Member Crescimbeni requested the General Counsel’s Office to provide him with a list of all the boards and commissions to which the Mayor makes appointments and whether or not the City Council could, by ordinance, change the appointment authority from the Mayor to the Council for each body.

At the conclusion of the agenda the committee engaged in considerable discussion with Supervisor of Elections Jerry Holland about the three pending bills (2012-730, 2013-118 and 2013-179) regarding potential relocation of the Supervisor’s election operations center or the renewal of the lease for the operations center at the Gateway Center.  Jessica Deal stated that Mayor Brown favors 2013-118 which would renew the lease for the Gateway Center.  Supervisor Holland said that he is interested in getting the best deal for the taxpayers, but can’t know what that deal is until actual proposed leases are received and can be compared.  He said that a final decision on whether to stay at Gateway or move to a new location needs to be made by July 2013, and that relocation to a different facility would need to be completed by January or February 2014 so that preparations can begin for the 2014 election cycle. Council Member Crescimbeni stated that he is working with the Office of General Counsel and the Real Estate Division on his proposal to renew the lease at Gateway Center provided that needed improvements are made to the building.  The committee discussed the proper role of the City Council or individual council members negotiating potential leases in place of the Real Estate Division or Mayor’s Office.

 

Council Member Crescimbeni and Supervisor Holland recounted the history of the SOE’s location in Gateway Center.  They also debated the Supervisor’s proper role in negotiating or commenting on a proposed lease renewal with Terranova Inc. for the current location.  Mr. Holland stated that he is ready and willing to move to or stay in any location that is determined to be the best deal for the taxpayers.  Council Member Yarborough stated that the purpose of his and Mr. Schellenberg’ s bills was to get all ideas and proposals on the table so the best option can be identified.
