Council Member Crescimbeni expressed his preference for a lease of the property to the agency for a token $1 per year rather than an outright conveyance so that Jacksonville Youth Works could not sell the property or incur liens upon it should the City have to re-acquire the property for a failure of Youth Works to use it for the purposes intended.  Peggy Sidman urged caution in leasing a very dilapidated building to a private party.  She will speak to Council Member Brown and convey to him the committee’s concerns.

In response to a question, Council Member Boyer explained her rationale for increasing the membership from 7 to 13 so as to create sufficient membership for the appointment of several subcommittees of 4 members each to review portions of the 80 or more applications received each year.  She has found the non-profit community to be generally supportive of the changes she proposes, except for the executive director of the Non-Profit Center of Northeast Florida who advocated for raising the maximum City funding cap of $150,000 per year to some higher figure, preferring to give a more useful amount of funding to fewer agencies rather than spreading limited resources thinly but more widely.

Public Works Director Jim Robinson explained the multi-year process of attempting to get this remedial work accomplished for the Main Library, and said that the Office of General Counsel is investigating the possibilities for recovering some of the costs of remediation for building defects.  Council Members Crescimbeni and Lumb expressed great frustration with the City’s long history of faults, defects, change orders and warranty problems with many of its capital projects, both buildings and roadways.
