Council Member Crescimbeni requested that the bill be deferred while he finishes crafting a substitute that would provide for automated collection, distribution of standard city garbage and recycling bins, and conversion of collection vehicles to compressed natural gas.  He recommended that a joint meeting of the Rules, Finance and TEU Committees be scheduled for next Monday to take up this bill and 2013-41.

Public Works Director Jim Robinson answered questions about the RFP process, the timing of the project, the expected work product and the use of the collected data when the process is done.  Council Member Jones advocated for the development of a comprehensive facilities maintenance plan that prioritizes and funds needed preventive maintenance.  Council Member Crescimbeni asked about the 1500 parcels of property formerly owned by the City that were conveyed to the JEA when the water and sewer system was turned over to the authority, but the ownership of which was never changed in the public record.  Renee Finley said that the draft RFP has items for facility condition evaluation and for estimated repair costs.
