Council Member Yarborough distributed a substitute to the
bill and explained the need for a new Supervisor of Elections facility and
the need to move from the existing Gateway Mall operations center. Supervisor of Elections Jerry Holland
stated that the purpose of the bill is to bring the City Council hard numbers
about the costs of 1) remaining in the Gateway location, 2) leasing another
site for elections operations, and 3) building a new facility from
scratch. In response to a question
from Council Member Lumb, Mr. Holland stated that this bill does not select
any option or authorize work to begin on any facility – any future decision
on location and funding will be the province of the City Council. Council Member Schellenberg asked that the
companies that previously made proposals for a new SOE facility be contacted
again and informed of this new opportunity to make a proposal to the City. SUB/READ 2ND & REREFER
6-0 (Reduces Banking Fund borrowing by $2,000,000; increases Banking
Fund borrowing authorization by $2,762,097 for this project; amends the
2012-16 CIP to add a project entitled “Supervisor of Elections – Office
