The Chair called the meeting to order at 2:07 P.M.

 

Beth Meyer, Mgr, Disabled Services, made a presentation to the Committee to update its members on the status of the City’s settlement with the United States Department of Justice over ADA issues.  Ms. Meyer discussed the strategies, policies and procedures that the City has adopted to address and resolve compliance issues.  The City is working closely with the disabilities community.  The agreement with DOJ was signed in April 2013.  When the Department of Justice visited Jacksonville in 2008 to begin its findings mission and audit process, the City went to work to meet compliance requirements.  She explained the City’s programs and approach and fielded numerous questions.  Council Member Reggie Brown had inquiries about the costs for sidewalk and curb work.  Public Works Director Jim Robinson explained the methodology employed to frame projected costs for sidewalk, curb and other work.

Ms. Meyer indicated that her office will be meeting on a regular basis with the Public Health and Safety Committee to keep the City apprised of the work being done and the timetable for completing what has to be done to meet compliance requirements to the satisfaction of DOJ.

Council Member Matt Schellenberg commented that in view of the interests expressed by arts groups in the armory, he wondered if it would be a problem deferring the measure for one cycle to enable the arts groups to make their case.  Council Member Reggie Brown proffered the feasibility of the Sons of Confederate Veterans and the arts groups sharing the facility in  a joint use arrangement.  The Chair, Council  Member Kimberly Daniels, wondered why she, as the bill’s sponsor, had not heard from the arts groups since her proposed legislation was introduced in June.  Council Member John Crescimbeni concurred and suggested  that had not the measure been deferred at the last cycle to clarify several issues, the License Agreement legislation would have already been enacted.
