The meeting was called to order at 2:03 P.M.

 

In Attendance:  Council Members Jim Love, (Chair), Reggie Brown (Vice Chair), Greg Anderson, Stephen Joost; Kimberly Daniels; John Crescimbeni; Council Member Matt Schellenberg was excused; Council Member Warren Jones;  Paige Johnston, Office of General Counsel; Heather Reber, Council Auditor’s Office; Michelle Barth, Kevin Craig, Administration;  Juliette Williams, Legislative Services; John J. Jackson, Council Research Division.

 

The Committee Chair, Council Member Jim Love, remarked on how he envisioned the Committee’s work in the coming year.  He reviewed the areas and concerns that were the Committee’s purview.  He expects to meet with various Department heads to review issues and concerns that the Committee would be addressing.  In particular, the Chair indicated that he hopes to meet with Jeff Foster, Acting Chief, Solid Waste, to review the goals and objectives of the Ad Hoc Committee on Solid Waste.  The Council President has charged the Transportation, Energy & Utilities Committee with following up on the issues that the Solid Waste Committee had assessed.

Bill Summary

 

Council Member Warren Jones explained the amendment, alluding to liability issues and the need to protect public health and safety.  Council Member Stephen Joost raised a concern that the moratorium on demolition permits could adversely affect economic development projects underway in the area such as the Hallmark project; Council  Member Jones explained the parameters of the affected areas of the moratorium and how the Hallmark project work would not be impacted.

Bill Summary

 

Heather Reber, Council Auditor’s Office, explained the amendment’s provision on the types of flags that can be flown atop the armory.

 

The escape clause provision in the lease agreement was discussed at length.  The City would have the option of terminating the lease if it provided a 90-day notice.  Council Member Joost was concerned that the lessee (Sons of the Confederate Veterans) could expend a considerable amount of money on the restoration of the armory and stand to lose its investment if the City is approached by a party interested in purchasing the armory property.  Council Member Kimberly Daniels, the ordinance’s sponsor, suggested that the ordinance be deferred to provide the Sons of Confederate Veterans to consider the ramifications of the 90-day notice provision. 

 

Kevin Hart, representing the Sons of Confederate Veterans, addressed the Committee and provided background information on his organization’s interests and goals for the armory.  He indicated that the Sons of Confederate Veterans was the only organization that responded to and met the requirements of the City’s RFP; he reviewed the work that the organization had undertaken to repair and refurbish the armory.    He reiterated that the American flag would be the only flag that would be flying atop the building.

 

Council Member Daniels vouched for the work that the Sons of Confederate Veterans had done at the armory and in the community.  She reiterated her request for a deferral of the measure and the Chair accommodated that request by deferring action on the ordinance.
