Council Member Reggie Brown raised questions about the nature of the lease agreement in the bill.  Chris Hand will be getting back to the Council Member to furnish him with details.  Council Member Matt Schellenberg wanted to know what improvements had been made at the site. Mr. Hand will be getting back to Council Member Schellenberg, as well.  The Chair indicated that there is a joint meeting planned for either April 10th or 11th that will enable the Finance, Rules and TEU Committees to address and resolve issues in the proposed measure.

Heather Reber, Council Auditor’s Office, explained what the amendment entailed.

 

Council Member Matt Schellenberg had questions about how the salary range for the new position had been arrived at.  A discussion ensued on this issue with Council Member Lori Boyer, the measure’s sponsor, and Assistant General Counsel Dylan Reingold explaining the intent of the Context Sensitive Streets Special Committee was in reaching a consensus of the salary range cited in the bill.  Council Member Schellenberg proposed an amendment to increase the salary range to $44,000 (from $39,000).  The amendment failed.

In an answer to a question raised by Council Member Ray Holt, Ms. Reber explained that the contract with Davey Tree Svc was the result of an  RFP bid process.

 

The City’s Urban Forester, Don Robertson, fielded a number of questions on how particular trees were selected for planting and  the accountability of the contractor of maintenance of the trees.

At Council Member Schellenberg’s request, Assistant General Counsel Dylan Reingold explained the JEA program that enabled neighborhoods to petition to have JEA power lines put underground and said neighborhoods’ assessment for the costs.  Wayne Young, JEA, provided particulars about the JEA program.  Mr. Young indicated that the initial component of the program is often a neighborhood organization or association petitioning JEA.  The District Council Member is involved in the process.
