Rules second: Inspector General’s Office

  1. Appropriates $206,319 from OGC retained earnings
  2. Increases employee cap by 4
  3. Adds “prevent” and strike “identify”
  4. States that a master’s degree is preferred as a qualification
  5. Requires IG Certification within 24 months of hire date
  6. Changes periodic reports to an annual report.
  7. Changes hiring requirements to prohibit the IG from having been employed by the City within the past 2 years (except within the IG’s Office)
  8. Provides that the IG and Council Auditor shall obtain respective approval prior to an offer of employment of their respective employees
  9. Adds a severability section
  10. Adds $500 penalty for violation of this code provision
  11. States that the Part does not apply to the State Attorney or Public Defender
  12. Includes the original paragraph 602.302(s) which allows the Constitutional officers and independent authorities to “opt in”, provides for a memorandum of understanding to be negotiated with those entities which will include funding and adds a new Whereas clause highlighting the opt-in provision
  13. Attaches Exhibit 1 (IG’s office estimated budget)

 

Finance second: Rules amendment, plus

  1. Adds “public administration or business administration” to the list of professions in which the minimum of 10 years of experience can be obtained by IG candidates.

Health self-insurance administration by Florida Blue

  1. Creates a new Code Section 112.402(e) to exclude self-insurance programs
  2. Clarifies that the agreement is a new stand-alone administrative services agreement
  3. Places revised agreement “on file”
  4. Provides that payments will be due in 10 business days
  5. Clarifies that all audits will be done in Jacksonville and retention of records should be for 6 years
  6. Requires late payment penalties and interest to be recorded separately in the City accounting system

Per OGC, adopts PDD conditions regarding the legal description, the revised written description dated October 7, 2014, the site plan, and the Development Services Memorandum.

Rules:

  1. References prior Hallmark Partners legislation in several new Whereas clauses
  2. Approves a first amendment to the redevelopment agreement
  3. Places a revised document “on file” to include the first amendment to the redevelopment agreement which attaches the revised open space agreement as Exhibit D to the Redevelopment Agreement
  4. Clarifies insurance provisions which attach a Revised Exhibit E and remove Exhibit F
  5. Clarifies language regarding when the City may require additional insurance

 

Finance: Rules amendment, plus adds a provision that the restrooms will be open to the general public during normal park hours

 

RCDPHS: Finance amendment, plus adds a conceptual site plan as Exhibit 1
