Amendment

Per OGC, adopts Planning and Development Department conditions regarding revised written description dated March 10, 2014, site plan, and Development Services memorandum.  Additional condition regarding driveways and cross access easements.

Amendment

Per OGC, adopts the Planning and Development Department conditions regarding the site plan, written description, Development Services memorandum, right turn lane to be installed along Baymeadows Road extending from Baymeadows Circle East to Baymeadows Circle West, applicant must apply to FDOT to close median between Baymeadows Circle East and Baymeadows Circle West, Baymeadows Circle East to Baymeadows Circle West shall be improved to city roadway standards, and applicant to make a good faith effort to realign Baymeadows Circle West with the Western Way intersection.  Additional emphasis was placed on the condition that a roadway across the north side of property connect Baymeadows Circle East and Baymeadows Circle West.

Per OGC, adopts Planning and Development Department conditions regarding written description, revised site plan dated August 18, 2014 and Development Services memorandum.  Confirmation that development will only occur on a small portion of the entire parcel, as shown on site plan.

Amendment

Per OGC the amendment adds:

           To the CRO and CN zoning districts, a use by Exception for an establishment that allows the retail sale of beer or wine for on-premises consumption, the production of beer or wine at that establishment for primarily on-premises consumption, where such production is limited to 10,000 barrels (310,000 gallons) annually, and the sale for off-premises consumption is limited to 75% of on-premises production and must be to a state licensed wholesaler.

           To the CCG-1 zoning district, a use by Exception to allow the production of beer or wine for on-premises or off-premises consumption with production limited to 15,000 barrels (465,000 gallons) annually.

           To the CCG-2 zoning district, a Permitted Use, in conjunction with an establishment that allows the retail sale of all alcoholic beverages, the production of beer or wine for on-premises or off-premises consumption.

           To the IBP zoning district, a Permitted Use for the retail sale and service of all alcoholic beverages for on-premises consumption, in an area not to exceed 25% of the building, that is in conjunction with the production, distribution or wholesaling of such beverages.

           To the IL zoning district, a Permitted Use for the retail sale and service of beer or wine for on-premises or off-premises consumption, in a facility used for the production, distribution or wholesaling of beer.

 

 

           To the definition of “Restaurant, standard” that the restaurant may include the production of alcoholic beverages consumed on-site provided the total production does not exceed 5,000 barrels (155,000 gallons) annually.

Amendment

Per OGC, changes proposed text amendment for transmittal to permit:

           Within the RPI land use category, facilities that produce less than 10,000 barrels (310,000 gallons) of any alcoholic beverage for on-site consumption with the following limitations:

o          Up to 75% of the production is permitted to a state licensed wholesaler, and

o          Use allowed through PUD zoning only.

           Within the RPI land use category, the production of all alcoholic beverages is allowed in conjunction with an otherwise permissible restaurant or retail sales and service establishment.

Amendment

Per OGC, adopts Planning and Development Department conditions regarding site plan, written description, Development Services memorandum, off-street parking to meet Part 6 of the Zoning Code, two signs not exceeding 100 sq. ft. each and 20 feet in height, 10 foot wide uncomplimentary buffer meeting Part 12 of the Zoning Code except visual screen shall be 100% opaque, illumination level criteria, and improving the bus stop on Dunn Avenue.  The Planning Commission’s recommendation requiring access to the site from Dunn Avenue was also adopted.

Amendment

Clarifies that the return of excess contributions to Risk Management by the authorities are being appropriated from subfund 581- Insured Programs to subfund 561 - Workers Compensation.

Amendment

Rules: attaches executed BT; attaches revised Hemming Plaza operation agreement to change record retention to 5 years, complete date and number of the RFP and adds approximate number of staff to be located at library.

 

Finance 8.5.14: Rules amendment, plus adds a provision that if any performance standard is not achieved, the City shall withhold quarterly payment to Hemming Plaza I3 Jax Inc.

 

Finance 8.19.14 : Finance  8.5.14 amendment, plus provides that private contributions to Hemming Plaza I3 Jax Inc. pursuant to Performance Standard #1 shall not include in-kind contributions; adds a provision allowing any current and valid vendor permit in Hemming Plaza to be renewed in the future; provides for the appointment of 2 non-voting liaison members to the Friends of Hemming Plaza board - 1 representing City Council and 1 representing the DIA.

Amendment

Corrects title of bill; institutes a 50 foot minimum spacing requirement between food trucks and brick-and-mortar restaurants; removes reference to “figure 1” and adds reference to Ordinance Code Sec. 656.361.2; changes the insurance requirement language from “the minimum coverages and amounts stated below” to “coverages and amounts not less than stated below”.

Rules: deletes emergency language; inserts the “from” account number JXSF551 – 38902; corrects the sworn in date for Ms. Mirando; reduces the maximum amount to $102,500 (based on prior approvals) in the bill and Exhibit 2 (engagement letter with Akerman LLP); attaches Revised Exhibit 1 – revised case list, to include the Wyse case; attaches Revised Exhibit 2 – revised engagement letter/Rules.

Finance: Rules amendment, plus adds a provision that Cindy Laquidara’s participation in future action on the Wyse lawsuit shall require pre-approval by the Council President.
