14-118

Substitute

TEU: Approves a development agreement instead of amending a fair share contract; amends Exhibit H of the agreement to state that the City will work with Harmony to ensure that JTA will begin construction within 3 months of Harmony starting construction.

 

Finance: TEU substitute, plus updates Exhibit C to correct a number and to include a note concerning the cost estimates for stormwater facilities; updates Exhibit H, Paragraph 4 – City Obligations – to state that the City will work with Harmony Farms to “assist” instead of “ensure” that  JTA will begin construction within three months, and to include a provision that there will be no penalty to the City if JTA does not commence construction within that time; includes Attachment 1 to Exhibit H.

 

Floor: Amends Ordinance Section 4 to authorize the Finance Department to establish an account to hold the mobility fees contributed “from Ordinance 2014-119” rather than “from any source”.

Attaches loan policies regarding multi-family loans to the ordinance; adds language regarding single-family loans in Chapter 52; increases the board membership from 5 members (3 appointed by Mayor; 2 by Council) to 7 members (4 appointed by Mayor; 3 appointed by Council).

Adds appropriation and CIP amendment language; strikes reference to San Souci Drainage Project and adds reference to Valens Drive LID Project; attaches the revised BT and CIP sheets as Exhibits 3 and 4.

Removes references to the appropriation language and removes the BT; removed references to authorizing positions and part-time hours and removes RC; makes this new structure effective October 1, 2014; on p. 11, line 15 removes “Sports Complex” and replaces with “City Owned” and adds Ritz Theater to list of facilities; on p. 3 lines 24 and 29 removes “Mayor or his or her designee” and inserts “Chief Administrative Officer” as the person to negotiate and execute contracts and make payment requisitions.

Amendment

Per OGC, the Amendment incorporates a revised PUD Written Description dated March 6, 2014; and adds the following conditions to the PUD:

           The property shall be developed in accordance with the Development Services Division Memorandum dated April 4, 2014, or as otherwise approved by the Planning and Development Department;

           The café shall be limited to 110 seats;

           The proposed monument signs shall have a maximum height of 6 feet;

           The regulations provided for in the PUD dealing with parking, landscaping (only for certain real estate parcels) and signage are specific to the museum use and their ancillary uses.  All other permitted and permissible uses by exception must conform to the CRO district regulations; and

           Drive-thru facilities will not be permitted.

Amendment

Per OGC, the Amendment waives Part 8 of the Zoning Code (Alcoholic Beverages), and adds the following condition to the PUD:

           The property shall be developed in accordance with the Development Services Division Memorandum dated May 15, 2014, or as otherwise approved by the Planning and Development Department, except that a traffic signal warrant study will only be required when a phase with new direct access to University Blvd. is reviewed.

Per OGC, the Amendment incorporates a revised site plan dated June 11, 2014 and adds the following condition to the PUD:

Substitute

PHS: Appropriates the extra camperships from the General Fun instead of the Jacksonville Shipyard settlement funds; appropriates $172,575 from General Fund-Fund Balance; attaches new exhibit; provides for direct contracting with existing organizations for the additional camperships.

Finance: Incorporates PHS substitute, plus revises the attachment to reflect increase in campership slots by 460 rather than 444.
