Substitute

Attaches an interlocal agreement between the City and JTA for use of the gas tax funds; attaches an interlocal agreement between the City and the Beaches and Baldwin for distribution of proportional shares of the gas tax revenue; provides that 80% of the City’s 1% gas tax revenue will be used for roadway maintenance and 20% will be dedicated to bicycle and pedestrian improvements.

Amendment

Rules: attaches Revised Exhibit 2 (revised lease agreement – includes revised insurance language, sets 2014 as base year for license fee, changes renovated floors from 4 and 5 to 4 and 6); includes provision requiring contractors to save and convey to the City any historical articles found during renovations; changes funding source account information; attaches CIP amendment and project information sheet; attaches Revised Exhibit 1 (renovation estimates).

 

Finance: incorporates Rules amendment, plus changes funding source account information and revises lease to allow any type of tenant (not restricted to not-for-profit entities).

Amendment

Per OGC, the Amendment incorporates a revised PUD site plan dated March 31, 2014; and adds the following conditions to the PUD: (a) The subject property shall be developed in accordance with the Development Services Division Memorandum dated February 19, 2014 or as otherwise approved by the Planning and Development Department. A statutorily required disclaimer is added.

Amendment

Per OGC, the Amendment makes several clarifying revisions throughout Chapter 650 including: requiring the Department’s periodic review, update and adjustment of the plan as circumstances change and development proceeds in the City; adding the requirement that the Department keep supporting and background documentation compiled in support of the plan;

Requiring coordination of the plan with the public school system; replacing the Departmental “workshop” with a “meeting” that to take place prior to preparation of the staff report.  Such meetings are required to be held as often as required to accommodate the land use amendment applications filed for each legislative filing cycle. No meetings are to be conducted during Council breaks or holidays.

Per OGC, the Amendment adds that the overlay requirements shall not apply to any federal, state or city owned or controlled park properties.

Amendment

Deletes emergency language; attaches Exhibit 1 (appropriation account information); attaches Exhibit 2 (CIP Project information sheets); appropriates remaining residual Riverwalk Development in the amount of $112,243, and designates those funds to be placed in a reserve account for this project.

Per OGC, the Amendment incorporates a revised PUD site plan dated April 3, 2014; and adds the following conditions to the PUD: (a) The subject property shall be developed in accordance with the Development Services Division Memorandum dated March 24, 2014 or as otherwise approved by the Planning and Development Department. (b) The office structure shall be architecturally similar to surrounding residential dwellings. (c)          Any structure on the subject property shall not exceed 2,000 square feet in area.
