Amendment

Floor amendment: amends the substitute to strike Section 15 from the bill, which prior to this amendment repealed Chapter 32, Part  5 (Public Buildings).  If the attached amendment passes, Public Buildings would remain unchanged and continue in the code as it exists today; removes reference to Public Building functions within the ROW and Stormwater Maintenance Division.

 

2nd floor amendment: approves $526,115 in funding and 9 positions and 2080 part time hours to implement the reorganization.

Substitute

Specifically names the existing A. Philip Randolph Entertainment District; amends Sec. 191.202 – Periods of Applicability to delete reference to the Atlantic Coast Conference football championship game and to change Alltel Stadium to EverBank Field; deletes reference to exemption from the Noise Control Ordinance within the A. Philip Randolph Entertainment District for fireworks displays and outdoor musical entertainment.

Amendment

PHS: PHS: changes the grant year to FY15; approves the FY15 PSG grant application attached as Exhibit 3; attaches a letter from the PSG Council Chair as Exhibit 2;

 

Rules: Amend the 2014-15 Public Service Grants Priority Populations to read as follows: Priority 1 – homeless persons and families and from Priority 2 – low-income persons and families; add a new Priority 4 – elderly, low-income homebound; change the funding percentages for the priority populations as follows: Priority 1 – Homeless families - 35%; Priority 2 – Low income families - 30%, Priority 3 Adults with physical, mental and behavioral disabilities – 20%; Priority 4 – elderly, low-income homebound – 15%; adds a new Exhibit defining “elderly, low-income homebound”.
