Amendment

Per OGC, the Amendment adds the following conditions to the PUD: 1) The subject property shall be developed in accordance with the Development Services Division Memorandum dated September 18, 2013, or as otherwise approved by the Planning and Development Department; 2) The development shall install and maintain a twenty-five foot wide (25’) landscape buffer around the perimeter of the site with a minimum six foot (6’) tall one-hundred percent (100%) opaque privacy fence and at a minimum, one (1) two-inch (2”) caliper tree every twenty-five (25) feet where adjacent to residential zoning districts; 3) Spaces in the proposed RV Park shall be for transient occupancy not permanent occupancy and shall not be rented for more than one hundred twenty (120) days.  Spaces shall be rented by the day, week or month; 4) The applicant shall widen the travel lanes on Newcomb Road from nine (9) feet to twelve (12) feet, from the existing main entrance to the RV Park to the terminus of Newcomb Road, (just pass the entrance to proposed new RV Park parcel) to ensure the safe passage of recreational and other vehicles using this road for access. The road improvement (widening) plan is subject to the review and approval of the Planning and Development Department and the improvement shall be completed prior to the City issuing a completion of construction letter for the proposed RV Park expansion; 5) Lot requirements are based on 25 individual RV spaces. No individual subdivided lots.

PHS (12/ ): changes the grant year to FY15; approves the FY15 PSG grant application attached as Exhibit 3; attaches a letter from the PSG Council Chair as Exhibit 2;

Amendment

Per OGC, the Amendment incorporates a revised PUD written description, dated January 22, 2014; and adds the following conditions to the PUD: 1) The development shall be subject to Section 656.394.1 Mayport Road Zoning Overlay and Mayport Village Working Waterfront District, of the Zoning Code; 2) There shall be no automobile storage yard on the subject property; 3) There shall be no storage or display of any kind (including but not limited to automobiles / vehicles) in any buffer area on the subject property.

Per OGC, the Amendment adds the following conditions to the PUD: 1) Outside display shall be permitted only under the front building canopy and a maximum of five (5) automobiles shall be displayed outside; 2) Employee and customer parking are the only uses permitted in the parking area at the rear of the building.

Substitute

Allows a landowner to donate land for and/or construct a mobility improvement, even if that mobility improvement is not listed in the Mobility Plan, so long as the mobility improvement maintains or improves adopted minimum city-wide and applicable mobility zone mobility scores. It also allows the landowner to receive credit equal to the cost of designing, permitting and constructing the mobility improvement and the value of the land donated for the mobility improvement.

Per OGC, the Amendment adds the following conditions to the PUD: 1) The subject property shall be developed in accordance with the Development Services Division Memorandum dated November 27, 2013 or as otherwise approved by the Planning and Development Department; 2) All or a portion of this property may be located in an Airport Environ Zone and/or Air Installation Compatible Use Zone (AICUZ) and development in accordance with this ordinance shall meet the requirements set forth in Part 10, Zoning Code. Developer shall include in a prominent place a reference on the site plan, covenants, deeds and restrictions of the community, and the plat the following statement: “NOTICE: Individual lots may be located in an Airport Environ Zone and/or Air Installation Compatible Use Zone (AICUZ) and may be subject to increased noise or hazard levels associated with air traffic operations.” Such notice shall be a condition for approval of such documents.

Provides for refund to the CDBG program of the amount of CDBG funds used to acquire the property; any remaining funds shall be deposited as otherwise required by the Ordinance Code.
