Meeting Convened: 4:01 p.m.
PHS Committee: Council Member Daniels reviewed the actions of the committee from its meeting, noting that 2013-695 (amending the Ordinance Code regarding special events permitting) has two differing amendments; the PHS amendment should be moved first.
Rules Committee: Council Member Jones reviewed the actions of the committee from its meeting, noting that 2013-728 (declaring property surplus and authorizing donation to Habijax of the Jacksonville Beaches) has differing amendments; the Rules Committee amendment should be moved first.
RCD Committee: Council Member Crescimbeni reviewed the actions of the committee from its meeting.
Finance Committee: Council Member Anderson reviewed the actions of the committee from its meeting.
TEU Committee: Council Member Love reviewed the actions of the committee from its meeting.
LUZ Committee: Council Member Boyer reviewed the actions of the committee from its meeting, noting that Riverside Avondale Preservation as requested some additional minor amendments to 2013-342 (rezoning on St. Johns Avenue), to which the applicant agrees. A floor amendment will be offered. She also noted that 2013-641 and -642 (land use amendment and rezoning on San Pablo Road) failed in committee; the applicant has subsequently requested withdrawal.
Council Member Joost said he will move that 2013-623 and -624 (land use amendment and rezoning on San Jose Boulevard) be re-referred to the LUZ Committee for further work. Council Member Crescimbeni noted that 2013-624 and 2013-642 have been controversial and engendered a great deal of comment, and urged council members to pay attention to which bill is which given the similarity of their numbering. In response to a question, Assistant General Counsel Jason Gabriel said that the public hearings need to be held for 2013-641 and -642 even if a motion is made to withdraw the bills.
Council President Gulliford announced that he will be introducing a resolution for emergency passage at the next Council meeting expressing the City’s opposition to increased water withdrawals from the St. Johns River in Central Florida.
