Amendment

Finance: Reduces appropriation amount for 21st Century Community Learning Center grant to $411,098 and reduces grant amount to $360,500; attaches Exhibit 3 (award letter); attaches Revised Exhibit 1 (revised BT) to reduce the grant amount; removes emergency language.

 

Floor: Finance amendment, plus revises the R.C. to reflect the appropriate account numbers, removes the carryover language, and corrects the fiscal year.

Per OGC, small scale land use change on 0.28 acres on Berry Avenue was modified from “MDR to CGC” to “MDR to RPI on the eastern 25 feet of the Subject Property and MDR to CGC on the remainder of the Subject Property.” Attaches a Revised Exhibit 2 to reflect the change.

Amendment

Per OGC, appeal of Planning Commission decision to deny an exception for a Dancing Entertainment Establishment at 5800 Philips Highway was remanded back to Planning Commission with specific instructions to include:

·        Applicant has 60 days within which to file for a variance from the distance restriction between proposed dancing entertainment establishment and an existing dancing entertainment establishment,

·        Once the variance application is filed, if it is, Planning Dept. to set hearing before Planning Commission as soon as reasonably possible considering notice requirements,

·        Planning Commission to hear both the variance and rehear the exception application,

·        If applicant does not file for a variance, Planning Commission shall rehear the exception without the benefit of the variance, and

·        Planning staff will coordinate with Public Works to determine the actual distance between the proposed use and other uses listed in Part 11 of the Zoning Code  (Adult Entertainment and Service Facilities), such as other dancing  entertainment  establishments, churches, schools and residential zoning districts, and in Part 8 of the Zoning Code (Alcoholic Beverages).

• Revised Written Description now allows a game room/party room and food concession as a Permitted Use rather than allowing those uses through Minor Modification, and

Per OGC, amendment to Downtown DRI Development Order through a  Notice of Proposed  Change (NOPC)

• Clarifies that it is the Southside Component of the DRI that is being changed,

• Corrects scriveners error in reference to ordinance number of Development Order,

• Corrects scriveners error referencing Downtown Development Authority rather than Downtown Investment Authority,

• Adds as a Condition that the marina shall include manatee education and awareness signs.

Amendment

Jacksonville Jaguars stadium lease 14th amendment

Finance: see attachment.

 

RCDPHS: Finance amendment, plus replaces stadium, amphitheater and covered flex field leases with 3rd revised leases, including removal of references to a Targeted Tax from the covered flex field and amphitheater leases.

 

Floor: Attaches 4th Revised leases for the stadium, amphitheater and covered flex field to clarify that, consistent with current practice, the City shall not impose or collect parking surcharges in connection with its use of the amphitheater or covered flex field; and to clarify that any temporary stages erected exterior of the stadium (not inside the stadium) shall be oriented away from the St. Johns River.

Amends Cecil Field Golf Course management agreement to add Parks and Recreation Dept. as oversight agency; attaches Revised Exhibit 1 (revised management agreement) to correct grammatical error, clarify that Auditor’s Office may audit the financial statements and if CFGC disputes the audit findings then the CFGC will pay the full cost of an independent audit.

Places revised economic redevelopment agreement with Resource Solutions FL, Inc. “on file” to include a Revised Exhibit A regarding the company’s community service commitment.

Clarifies that vehicle-for-hire fee renewal moratorium applies to medallion late renewal fees only; corrects scrivener’s error; requires notification of the moratorium to Jacksonville International Airport and Jacksonville Aviation Authority.
