existing sign, unless this causes the sign to be obstructed by the building; 4) Unless otherwise precluded by underground utility
location, as determined by an inspection performed by the City, the sign pole
shall be moved inward from the location proposed as far as possible; however
this inward movement shall not cause the reduced sign face of 14 feet by 5
