Amendment

Provides for a reduced first offense fine of $50 per snipe sign per day for up to 5 signs posted on a single date; adds additional reference of Chapter 656.1313 to the definition of “litter”; amends definitions section to better define first and second offenses; corrects scrivener’s error; provides for first 5 signs attached to a utility pole to be treated in the same manner as ground signs for first offenses; provides for an educational component prior to increase in fine amounts; adds an exemption for temporary governmental public health and safety signs.

Adds a provision to the authorization to General Counsel to commence litigation regarding validity of the PFPF SSVRP stating that nothing shall preclude the Office of General Counsel from engaging in settlement negotiations provided it settles the fundamental question of the City Council’s sole authority to approve creation of retirement plans; corrects an incorrect date citation.

Per OGC, amends rezoning on Old Middleburg Road S. to require recording of MOU between the property owner and City for reservation of a 22.5 foot wide strip of property adjacent to Old Middleburg Road for future widening purposes; changes Council district number from 14 to 12.

Per OGC, amends rezoning at Hyatt Road and Max Leggett Parkway to revise written description; attaches Development Services Division memorandum dated 8/21/15 to include a requirement for analysis of cumulative vehicle trips compared to 2011 traffic study.

References amendment to Laws of Florida; inserts the word “commercial” in the bill title to clarify character areas; adds language to clarify that the existing Urban Transition Area is also located in the Riverside/Avondale area; attaches Revised Exhibit 1 (revised J-1) to correct a chapter number reference, correct scrivener’s errors, reference amendment of the Laws of Florida, and correct the name of the Urban Transition Area; attaches a new Exhibit 2 (color-coded map of the commercial character areas).

Attaches Revised Exhibit 1 (revised Equestrian Center operating agreement) to boldface exhibit references; correct a section reference; require that a list of completed capital improvements must be submitted to the City each year; clarify that the audit is based on a calendar year, not fiscal year; and clarify what items are to be included in the required annual inventory.
