Amendment

Provides that the JIA CRA appropriation to the Duval Road project reimbursement shall be from the JIA Areas Redevelopment Trust and appropriated to the Mobility Fee System – Duval Road Improvements/Main Street to Airport Center Road account; attaches a Revised Exhibt 1 (revised 5th amendment dated July 20, 2015); inserts amount that Signature Parkway, LLP is owed before and after this appropriation.

Amendment

Per OGC, rezoning RMD-D to PUD on Catoma St. subject to conditions regarding buffer with trees, 6’ high, 100% opaque fence, use limited to open storage for boats, trailers and RV’s, both recreational and commercial.           Allows one residential structure for security.

Amendment

Requires an annual report to the Council of the use of the SHIP affordable housing funds; requires that the department propose and the City Council adopt the list of targeted areas; replaces the Revised On File document with Second Revised On File document (secon revised Local Housing Assistance Plan) to add a reference to Jacksonville Area Legal Aid in the section on available foreclosure prevention programs.

Amendment

TEU: Per OGC, adopts revised Exhibit 2 (Mobility Handbook dated July 1, 2015) including the revised appendices, and a change in the legislation to mention the last meeting of the TAC, held on June 30, 2015, which prompted the last revisions to the Handbook.  The last revision corrected an error in the calculation provided to the City by the Mobility Plan consultant that reduced “diverted lined trips” by only 25% to 75% as was intended.

 

LUZ: Per OGC, Adopts TEU amendment with 3 changes to Exhibit 2, the Mobility Handbook.  Exhibit 2 is now Second Revised Exhibit 2 and is dated July 21, 2015.  The changes were to clarify that

           development activity was vested (and no Mobility Fee required) if permits had been issued by April 25, 1991, the development had commenced, and has continued in good faith toward completion;

           a PUD, as described above, is vested, but any modifications to the PUD enacted after April 25, 2991 that generate additional trips are not vested;

           the exemption for the assembly, manufacture, maintenance or storage of aircraft must be in conjunction with an airport.
