14-143

Amendment

Per OGC, rezones Commercial Dive Academy from PUD to PUD subject to the Development Services Memorandum dated March 10, 2014, site plan dated May 22, 2015, revised written description dated June 2, 2015, and subject to conditions:

·        Outdoor gatherings or events prohibited between 9 p.m. and 6 a.m. on all parcels east of US 17

·        Maximum number of students living on the main campus may not exceed 250

·        The Academy shall provide copies of all current and new leases with the FDOT to the Planning  and Development Department

·        The Academy cannot and  may not prevent public access from the closed portion of Trout River Drive under the US 17 Trout River Bridge

·        If shuttle service is utilized to transport students and personnel from off-site parking, the drop-off and loading zone shall be on Trout River Drive west of the Trout River Bridge

·        The proposed off-site parking Lot A shall be a minimum of 33 spaces meeting Zoning Code requirements and constructed within 6 months enactment of the ordinance.

·        The Academy will not object to the placement of “No Parking” signs or weight limit signs (10,000 pounds) on roads on the east side of US 17 near the campus

·        No additional square footage shall be permitted without a further rezoning.

Council Auditor technical amendments (replaces “member” with “Group II member” throughout; corrects subsection/paragraphs numbering errors); adds provision regarding disabled child benefits for child of deceased retiree and non-surviving spouse; provides for use of money-weighted rate of return (GASB Statement 67) for calculating account earnings for BACKDROP members; provides that the bill only becomes effective if Ord. 2015-304 fails to become fully effective.

Rules: provides for revised schedule of UAAL payments by City and PFPF utilizing funds from the Enhanced Benefit Account and City Budget Stabilization Account, including a City option to utilize a net present value payment mechanism; provides for use of the money-weighted rate of return (GASB Statement 67) for calculating account earnings for BACKDROP members and DROP members with less than 20 years of service; provides for leaving $5 million in the Budget Stabilization Account as a buffer for future contribution needs; inserts bill number into blank on p. 59; makes scrivener’s correction on section numbering; attaches a Revised Exhibit 1.

 

Finance: same as Rules except without scrivener’s error correction.

Inserts language that allows new auditors Carr, Riggs and Ingram, LLC access to McGladrey’s City of Jax audit workpapers and reasonable copying at no additional cost to the City or CRI; attaches amendment to engagement letter identifying an additional payment of $67,000 in specific consideration for this additional access.

Amendment

 Reduces the appropriation for the Mayor-elect’s special financial audit by Ernst & Young to $415,000; provides that any excess funds shall revert to their account of origin; corrects an account numbering error; strikes reference to a forensic investigation of the Police and Foire Pension Fund and replaces it with language that states "The consultant will perform an independent assessment of the City of Jacksonville's current financial condition and medium-term financial outlook. The assessment will include an analysis of the historical & projected financial performance of the General Fund & other major funds & liquidity position of the City.”; attaches Revised Exhibit 1 (revised scope of service).

 

Floor: reduces the appropriation amount to $300,000; replaces Exhibit 1 with a Second Revised Exhibit 1 (second revised project scope of service) providing greater detail about E&Y’s analysis, timeline and fees.
