14-143	Amendment	Per OGC, rezones Commercial Dive Academy from PUD to PUD subject to the Development Services Memorandum dated March 10, 2014, site plan dated May 22, 2015, revised written description dated June 2, 2015, and subject to conditions: · Outdoor gatherings or events prohibited between 9 p.m. and 6 a.m. on all parcels east of US 17 · Maximum number of students living on the main campus may not exceed 250 · The Academy shall provide copies of all current and new leases with the FDOT to the Planning and Development Department · The Academy cannot and may not prevent public access from the closed portion of Trout River Drive under the US 17 Trout River Bridge · If shuttle service is utilized to transport students and personnel from off-site parking, the drop-off and loading zone shall be on Trout River Drive west of the Trout River Bridge · The proposed off-site parking Lot A shall be a minimum of 33 spaces meeting Zoning Code requirements and constructed within 6 months enactment of the ordinance. · The Academy will not object to the placement of “No Parking” signs or weight limit signs (10,000 pounds) on roads on the east side of US 17 near the campus · No additional square footage shall be permitted without a further rezoning.
14-557	Amendment	Corrects fiscal year reference for Neighborhood Stabilization Program 1 grant to 2014-15; amends bill and NSP1 to allow self-appropriation of program income in accordance with federal regulations; amends NSP1 to extend the ending date from a fixed date to an on-going program utilizing program income; places Revised NSP1 on file.
14-558	Amendment	Corrects fiscal year reference for Neighborhood Stabilization Program 3 grant to 2014-15; amends bill and NSP1 to allow self-appropriation of program income in accordance with federal regulations; amends NSP3 to extend the ending date from a fixed date to an on-going program utilizing program income; places Revised NSP3 on file.
14-674	Amendment	Corrects BT number for HOME Investment Partnership appropriation; attaches schedule as Exhibit 3.
15-258	Amendment	Council Auditor technical amendments (replaces “member” with “Group II member” throughout; corrects subsection/paragraphs numbering errors); adds provision regarding disabled child benefits for child of deceased retiree and non-surviving spouse; provides for use of money-weighted rate of return (GASB Statement 67) for calculating account earnings for BACKDROP members; provides that the bill only becomes effective if Ord. 2015-304 fails to become fully effective.
15-282	Amendment	Per OGC, rezones Nocatee Parkway property from PUD to PUD subject to the Development Services Memorandum dated May 7, 2015 and revised written description dated May 21, 2015.
15-283	Amendment	Floor: amends Nocatee DRI to decrease maximum allowable office space to 1.5 million square feet; attaches Exhibit 1 (Revised NOPC dated May 22, 2015); changes name and address of registered agent for the project.
15-284	Amendment	Per OGC, amends UNF Campus Development Agreement to reference “off-campus” transportation deficiencies and improvements addressed by use of the Fair Share Specific Projects Special Revenue Fund.
15-304	Amendment	Rules: provides for revised schedule of UAAL payments by City and PFPF utilizing funds from the Enhanced Benefit Account and City Budget Stabilization Account, including a City option to utilize a net present value payment mechanism; provides for use of the money-weighted rate of return (GASB Statement 67) for calculating account earnings for BACKDROP members and DROP members with less than 20 years of service; provides for leaving $5 million in the Budget Stabilization Account as a buffer for future contribution needs; inserts bill number into blank on p. 59; makes scrivener’s correction on section numbering; attaches a Revised Exhibit 1. Finance: same as Rules except without scrivener’s error correction.
15-308	Amendment	Attaches Revised Exhibits 2, 7, 8, 10, and 13 to correct amounts in reconciliation of accounts and general financial cleanup; corrects amounts as necessary in legislation to reflect BT amounts; on Pg. 11, line 26 strikes “is from”; on Pg. 12, line 22, inserts “capacity” after banking fund; on Pg. 14, switches summaries of Subfund 31L; removes duplicative summary on p. 15.
15-321	Amendment	Attaches revised Real Estate Officer certificate to right-of-way closure in Mayport.
15-322	Amendment	Places the revised Local Housing Assistance Plan on file to reflect the State’s comments.
15-325	Amendment	Provides in the bill that Cover Jacksonville Grant funding to the United Way will increase to $33,000 with an additional $20,000 going to JCC Professional Services; attaches revised BT.
15-340	Amendment	Includes language referring specifically to Ordinance Code Section 179.104 as amended by Ord. 2011-371-E; includes additional language that expands the uses for Mortgage Foreclosure Registry funds that are within the policy.
15-341	Amendment	Corrects position name for Flood Mitigation Assistance Program in section 7 of the bill to Part-Time Program Coordinator; attaches Revised Exhibit 2 (revised property list).
15-354	Amendment	Term expiration for Paula Wright to the Jax Journey Oversight Committee corrected from 2019 to 2015; corrects Ordinance Code section number reference.
15-357	Amendment	Term expiration for Charles Griggs as Chairman for the Jax Journey Oversight Committee changed from 2018 to 2015; removes reference to former chairman Curtis Hart; corrects reference to Section 11.1 of Ord. 2014-466-E instead of Section 13.1 of 2008-555-E.
15-367	Amendment	Attaches revised FDOT agreement for traffic signal maintenance and compensation.
15-388	Amendment	Adds all council members as sponsors to resolution honoring Tyanna Elise Jones for her outstanding performances on American Idol.
15-395	Amendment	Attaches Revised Exhibit 1 (revised project summary) for Metal Container Corp. economic incentives; places Revised Agreement on file.
15-399	Amendment	Inserts language that allows new auditors Carr, Riggs and Ingram, LLC access to McGladrey’s City of Jax audit workpapers and reasonable copying at no additional cost to the City or CRI; attaches amendment to engagement letter identifying an additional payment of $67,000 in specific consideration for this additional access.
15-400	Amendment	Reduces the appropriation for the Mayor-elect’s special financial audit by Ernst & Young to $415,000; provides that any excess funds shall revert to their account of origin; corrects an account numbering error; strikes reference to a forensic investigation of the Police and Foire Pension Fund and replaces it with language that states "The consultant will perform an independent assessment of the City of Jacksonville's current financial condition and medium-term financial outlook. The assessment will include an analysis of the historical & projected financial performance of the General Fund & other major funds & liquidity position of the City.”; attaches Revised Exhibit 1 (revised scope of service). Floor: reduces the appropriation amount to $300,000; replaces Exhibit 1 with a Second Revised Exhibit 1 (second revised project scope of service) providing greater detail about E&Y’s analysis, timeline and fees.
