15-55	Amendment	Rules: corrects stadium name from Alltel Stadium to EverBank Field; changes incorrect Code section reference. LUZ: per OGC, the amendment removes the Jacksonville Veterans Memorial Arena from the Sports and Entertainment Complex Sign Overlay Zone designation in Section 656.1337 for on-site signs so that exterior signage that would be otherwise considered off-site signs pursuant to Section 656.1302(1) would be prohibited at the Arena; corrects stadium name from Alltel to EverBank Field in the code chapter. Finance: creates limitations on size and location of exterior signage on the Veteran’s Memorial Arena; corrects stadium name from Alltel to EverBank Field in the code chapter; removes proposed insertion of reference to “long term (in excess of 5 years)” naming rights agreement and removes proposed insertion of “for the entire facility”; strikes all of Section 2 of the ordinance – proposed amendment to City Charter Article 23 – Offsite Commercial Billboard Ban; strikes all of Sections 3 and 4 of the ordinance – proposed amendments to Code Sections 614.142 and 614.1309 – Unlawful sign messages. Floor amendment expected.
15-169	Amendment	Per OGC, rezoning to PUD subject to Development Services Division Memorandum dated March 19, 2015, and conditioned as follows: o Multi-family development prohibited. o 1 internally illuminated sign not to exceed 32 sq. ft. and 5’ ht. on Moncrief Rd. o No monument sign on Chase Ave. o Wall signs not to exceed 1/5 sq. ft. per linear foot of store front abutting Moncrief Rd. o No wall signs fronting Chase Ave.
15-206	Substitute	Adds “Whereas” clause provisions to the Veterans Memorial Arena/Turner Construction settlement bill; changes the appropriation amount slightly; revises Section 2 – Purpose to provide a more detailed explanation of the settlement and reimbursement; attaches Exhibit 3 (settlement agreement).
15-208	Amendment	Per OGC, replaces site plan for rezoning at McCormick Road and Kernan Boulevard dated November 17, 2014 with new site plan dated March 25, 2015; development is subject to the Development Services Division Memorandum dated January 20, 2015, and conditioned as follows: o Restrictions on site lighting. o Must comply with Landscape and Tree Protection regulations. o Revised written description.
15-209	Substitute	Per OGC, Small Scale FLUM amendment on Lenox Avenue changes from request for CGC to request for BP (Business Park). Rerefer to LUZ.
15-211	Amendment	Per OGC, rezoning on LaSalle Street conditions include limitation on signage; painted or raised crosswalk required between two facilities; no student drop off or pick up in alley between LaSalle and Cedar Streets.
15-216	Amendment	Inserts “appropriated to” accounts for Johnny Walker Park and Hammond Park security cameras.
15-222	Amendment	Per OGC, revised written description for rezoning at Gate Parkway and Town Center Parkway; adds Development Services memo as exhibit, with PUD subject to the memo.
15-231	Amendment	Corrects size of University Boulevard perpetual easement from 1,051 acres to 524 sq. ft.
15-234	Amendment	Rules: provides that the “whistleblower official” shall be the Inspector General or, in the event of a vacancy in the position of Inspector General, the most senior employee in the Inspector General’s Office. Floor: provides that the “whistleblower official” shall be the Inspector General’s Office.
15-248	Amendment	Inserts Revised Exhibit 1 (revised project list) for BJP local option gas tax budgetary transfer to include “to” account.
15-252	Amendment	Corrects appropriation amount to Lonnie Miller Park to $400,000; clarifies within title and bill that $200,000 match amount is from Bob Hayes/Northwest Community Center project; attaches Revised Exhibit 2 (revised CIP information sheet) to show reduction to Bob Hayes Center project.
15-254	Amendment	Attaches Revised Exhibit 2 for Imeson Park Boulevard construction project; includes waiver of Sec. 111.530 regarding Director of Planning and Development and Director of Public Works determination of improved level of service on roadways.
15-256	Amendment	Inserts St. Johns County TEFRA hearing dates into bill for Bolles School bond refunding; places the St. Johns County report of hearing officer on file.
15-259	Amendment	Attaches Revised Exhibit 2 (revised CIP sheet) for Florida Theatre façade improvement project.
15-267	Amendment	Corrects City incentive amount for Fanatics, Inc. project from $48,800 to $48,000.
15-273	Amendment	Rules: attaches Revised Exhibit 1 (revised B.T.); corrects name of center to Jacksonville Day Resource Center. Floor: Rules amendment, plus further describes that “utilities” includes electric, water and sewer service for the Jacksonville Day Resource Center.
