15-23

Amendment

Per OGC, rezoning to PUD (Edwards Creek Preserve on Boney Road) approved with numerous conditions.  Four as recommended by the Planning Commission (legal description, written description, site plan and Development Services Memorandum) and many more suggested by LUZ, taking into consideration the requests of the opposing neighbors and the changes offered by the applicant.  The additional conditions relate to buffers around the salt marsh, minimum lot dimensions and setbacks, only one habitable structure allowed per lot, maximum height of structures, limitations on roof decks, adherence to “Firewise Measures” recommended by the Florida Forest Service, landscaping, regulatory requirements, lighting, conservation easement over wetlands, amenity phasing, bus stops, visual screening and improvements to the Boney Road/Starratt Road intersection by the developer.

Replaces Revised On File project sheet for Parkview Plaza Partners’ hotel project.

Amendment

Rules: removes the provisions of the 10 year agreement and replaces with the  provisions found in Chapter 447, Part II of the Florida Statutes; removes reference to the Senior Staff Pension Fund;  provides a date by which the Police and Fire must meet to approve or reject the agreement (April 30, 2015); corrects several whereas clauses to say that “those certain outstanding disputes as reflected herein be resolved without need for further litigation”, as more fully described in the amendment above.

Clarifies that appropriation for the Jacksonville Journey will provide for hiring of an administrative assistant in addition to the 2 contract employees (3 new hires total).

TEU: Attaches Revised Exhibit 2 (revised BT) (appropriation of HOPE, UDAG, CDGB and other community development funds); corrects CIP Ordinance reference to 2014-467-E.

 

RCDPHS: TEU amendment, plus defines geographical boundaries for improvements in Robinson's Addition, New Town, Paxon/Woodstock, North Riverside, Lackawanna & Gran Park Neighborhoods.

TEU: Includes additional waiver regarding bonding of portion of project; corrects Mobility Fee to $3,869,979; attaches Revised Exhibit 1 (revised mobility fee contract).

 

Finance: TEU amendment, plus attaches Second Revised Exhibit 1 (Finance) which adds a provision that if the developer does not construct Phase 2 of the project, then credit will only be given for Phase 1 already constructed.

Substitute

Adds a definition of “transportation network company (TNC) vehicles”; adds driver safety qualifications and background checks for TNC drivers; requires annual TNC vehicle inspections by City or certified private mechanics; provides for  $1 million insurance requirement with City listed as an additional insured from the time a TNC driver accepts a request for service until the customer exits vehicle; adds a requirement for TNC record retention with City right to inspect if a passenger complaint is filed or if a TNC driver is involved in an accident; establishes a system of quarterly City random audits of a limited number of TNC driver records; requires TNC drivers to maintain on their smartphones a driver ID and photo, vehicle make, model and photo, license plate number, and certificates of required insurance; adds penalties for violation of TNC affidavit and audit provisions; provides for removable “trade dress” (external vehicle markings) to identify TNC vehicles.
