Adds a “Whereas” clause referencing Council’s intent to allocate $236,000 to Jacksonville Area Legal Aid in FY15 as a public service grant; requires JALA to annually submit a copy of its OMB A-133 audit for the previous year; requires the Mayor to include an appropriation to JALA based on the specified formulas in the annual budget proposal to Council; adds the City’s Foreclosure Registry Fund as a potential source for JALA funding by the City; requires City match of up to $1 million per year.

Amendment

Rules: DIA BID plan - attaches revised B.T. to correct account titles; places revised document “on file”; corrects references to various Code section amendments relating to the Special Events Division; corrects the name of a Zoning Code section being amended; in Powers and Duties section (a)(2)(i), strikes the proposed insertion of the words “does not” exceed…; on p. 20 show the deletion of existing subpart 55.308(a)(5); insert language in 55.308(a)(20) to clarify that the Subpart C referenced is located within Part 4 – Real Property; remove references in title and bill text to Sec. 656.361.5 which is not being amended; in Section 16 on p. 70, correct the section heading to refer to Part 13 – Sign Regulations.

 

Finance (Boyer): Rules amendments plus -  adds a definition of “other agreements” to include use rights (easements, leases, licenses), grant agreements and incentive agreements; clarifies CRA trust fund language to state that the trust funds specifically include the tax increment funds from Southbank, Downtown East and Northside West CRAs, and to provide that if a tax increment district (not the DIA) ceases to exist, the trust fund will be dissolved and all funds will be returned to the appropriate City account; provides that DIA shall negotiate economic incentive packages for Downtown pursuant to the Public Investment Policy regarding programs #1-27 in the BID Strategy document which may require Council approval pursuing to the PIP; incorporates the 2006 JEDC Public Investment Policy Manual into the CRA plan by reference; provides that the DIA may negotiate “New DIA Incentives”  as contained in the BID document without Council approval if sufficient funding is available; requires DIA to report to Council annually before budget submission on progress toward meeting benchmarks; adds a liaison relationship for DIA to the Jacksonville Waterways Commission; requires the DIA CEO to make an annual presentation to the Rules Committee regarding effectiveness of inter-governmental liaison relationships; defines “properties managed by the Authority” as those listed On File with the Legislative Services Division; repeals the Downtown Master Plan and provides that the Design Guidelines are found in CRA Plan Appendix C; requires the DIA to provide copies of all executed agreements (leases, grants, etc.) to the Council Auditor; amends the BID plan with a new cover page indicating that the BID Plan contains the CRA Plan and BID Strategy; clarifies that the trust funds for both Northbank CRAs were combined and provides for continued separate accounting for base year values and tax increments for both funds; removes language regarding specific Southbank CRA district buildings potentially eligible for historic designation; provides for a revised Performance Measures table that includes annual and multi-year performance goals.

 

RCDPHS (Bishop): Finance amendments, plus substitutes the DIA in place of the Downtown Design Review Board as the entity responsible for evaluating proposed street closures and their impact on the downtown street grid pattern.

Finance: Changes appropriation amount to Jacksonville Area Legal Aid from $200,000 to $120,615; changes the authorized use of the funds to housing counseling; authorizes the Mayor to execute a form agreement; designates the Housing and Community Development Division as the oversight agency.

 

RCDPHS: changes authorized use of the funds to “intervention, mitigation and counseling for residential housing”; corrects the fiscal year to 2014-15

Amendment

Attaches revised Exhibit1 (revised map) and Revised Exhibit 2 (revised property information) for Millers Creek Special District; corrects addresses listed in bill; corrects a Florida Statutes reference; corrects scrivener’s errors.

 

Floor: Increases the size of the governing board from 5 to 7 members and revises names of appointees.

Floor (Boyer): revises wording relating to the authority of the General Counsel to hire assistant county attorney to serve the legal needs of the independent agencies and to allow the authorities to hire “outside counsel” with the General Counsel’s written certification of necessity and in conformance with the agency’s charter and authority.

Per OGC, adds a condition to the PUD rezoning that the property be developed in accordance with a Development Services Division memo dated December 12, 2014, attached as Exhibit 3.

Clarifies that quarterly certification of employee caps shall be at the subfund level, and requires reporting of original employee cap, revised cap, and number of full-time positions filled at quarter-end.

Per OGC, grants the appeal by James Island Homeowners Association of a Planning Commission approval of a minor modification to increase building height from 35 feet to 50 feet (net effect is to restore the height limit back to 35 feet).
