Changes language in a “whereas” clause regarding consolidation of the downtown northside CRAs and references the Downtown Master Plan; corrects a reference to 2 downtown CRAs rather than 3; clarifies the description of “downtown” and the various downtown districts listed in the Zoning Code; removes reference to the Downtown Master Plan being used to provide legislative intent; corrects the name of a consultant to “Prosser, Inc.”; changes the appropriation year to 2014-15; deletes reference to specific street boundaries for the downtown area, leaving reference to the definition in another Code section; corrects reference to a section number in the Zoning Code regarding the Downtown Overlay Zone; deletes Section 7 of the bill regarding delegation by the Council to the DIA of authority to interpret the BID plan (already accomplished); attaches revised B.T. to correct account names; places revised document “on file”; amends provisions of the Zoning Code with regard to sign waivers; provides that the BID plan supersedes the Downtown Master Plan; distinguishes between “regulations” in the Zoning Code that may only be amended by City Council and “guidelines” in the BID plan appendix that may be changed by the DIA; removes reference to “supplemental design guidelines”; clarifies that Downtown Overlay permitted uses are in addition to the underlying zoning; clarifies the duties and authority of the DDRB in relation to the DIA’s amended guidelines; clarifies the procedures for appeals to the DIA; amends sign regulations to change references from Design Review Committee to DDRB and to replace the downtown master plan with the BID plan; revises DIA governance provisions to provide for liaison relationships with various City departments (Parks and Recreation, Planning and Development, Public Works, Office of Economic Development, Public Parking, Special Events) as needed to coordinate and accomplish the missions of the agencies as they relate to downtown; provides that the DIA shall act as the public economic development agency assigned to promote the general business interests in downtown; adds definitions for “downtown design guidelines”, “DDRB”, “master developer” and “program” and revises the definition of “project”; authorizes the DIA to review and update the BID plan every 5 years (subject to Council approval), to promulgate and amend Downtown Design Guidelines, to implement the BID plan and negotiate redevelopment agreements, grants, and the like, to negotiate, assign and allocate development rights as downtown’s Master Developer, to acquire and dispose of City-owned property downtown, and to administer the downtown tax increment districts; provides for DIA submission of its budget to the City Council to be incorporated into the Mayor’s budget; requires the Economic Development Officer to consult with the DIA’s CEO regarding proposed discounted parking rates or programs as part of retail/commercial leases; requires Public Parking and the Sheriff’s Office to consult with DIA about installation and removal of parking meters, meter rates, and downtown parking zones.

Relocates the Inspector General provisions from City Charter Article 5 (City Council) to Chapter 2 (Ethics) of City Charter Article 1 (Government and Ethics) and removes the defunct Water and Sewer Expansion Authority as a covered agency; expands jurisdiction of the IG to cover the City’s constitutional officers and independent authorities; authorizes the IG to employ independent legal counsel, subject to available funding ; authorizes execution of agreements between the City and its independent agencies for funding and administrative support for ethics and IG activities; adds a provision regarding pursuit of professional accreditations for the investigative functions of the IG’s office; expands the scope of the ballot question to include authorization for the IG to investigate and oversee City transactions, provide for administrative sharing and agreements, authorize independent legal counsel, provide for investigation accreditation, provide for independent selection and removal of the IG, and provide for a January 1, 2016 effective date.
