Amendment

(Appropriating $70,000 from Special Council Operating Contingency to fund Neighborhood Community Events and amending Special Events code chapter)

 

NCIS: provides that third-party donations and payments shall constitute a gift to the City; prohibits a council member from promoting an event until it has been approved in accordance with this section; adds the Neighborhoods Department to the list of agencies required to review requests for neighborhood community events; references compliance with the provisions of Ordinance Code Chapter 113 with regard to donations of gifts to the City; prohibits council members from soliciting donations, payments or gifts for neighborhood community events.

 

Rules: NCIS amendment, plus adds provision requiring approval by Council President.

(Rezoning property south of Sunbeam Road at Kevin Road): Per OGC, Per OGC, approves the rezoning subject to conditions: 1) the roadways, both internal roads and Kevin Road, shall be constructed consistent with City Standards and subject to approval by the Traffic Engineer and Planning Department; 2) the 10-foot and 20-foot buffers shall remain as a natural vegetative buffer; 3) stormwater drainage shall be installed per COJ and SJRWMD regulations; 4) prior to requesting a final building inspection or occupying the building the lead horizontal and vertical design professionals shall submit certification letters confirming that all components of the development have been substantially completed and all conditions to the development order have been satisfied; attaches a Revised Exhibit 3 (revised written description); attaches a Revised Exhibit 4 (revised site plan).

(Approving transmittal of proposed 2016B Series Comp Plan Text Amend to the Conservation/Coastal Management Element)

 

TEU: attaches a Revised Exhibit 1 (revised text amendment) to re-word Policy 14.3.3 regarding maintenance of a Local Mitigation Strategy to ensure eligibility for pre- and post-disaster funding assistance.

 

LUZ: TEU amendment, plus changes a reference from the state’s “expedited” to “coordinated” review process.

(Rezoning 1740 Main St from CCG-S to PUD): Per OGC, approves the rezoning subject to 2conditions: 1) hours of operation for sales and service shall be time limited by inside and outside sales and by day of the week, and 2) prior to requesting a final building inspection or occupying the building the lead horizontal and vertical design professionals shall submit certification letters confirming that all components of the development have been substantially completed and all conditions to the development order have been satisfied; changes name of the developer from “Main and Six Brewing Company LLC” to “Hyperion Brewing Company”; attaches a Revised Exhibit 3 (revised written description).

(Rezoning property on Hood Road at Old Shad Rd from RR-Acre to PUD): Per OGC, approves the rezoning subject to 3 conditions: 1) the monument sign shall be reduced in height from 8 feet to 6 feet, 2) the Greater Hood Road Community Association shall be notified of any subsequent administrative modification to the PUD, and 3) prior to requesting a final building inspection or occupying the building the lead horizontal and vertical design professionals shall submit certification letters confirming that all components of the development have been substantially completed and all conditions to the development order have been satisfied.

(Authorizing economic development agreement with Grace Electronics, LLC): corrects spelling of Lake Newman Street in the bill and “on file” document; attaches Revised Exhibit 1 (revised project summary); removes and replaces the On File document with a Revised On File document (revised lease agreement and economic development agreement).

(Amending Ordinance Code Chapter 123 (Public Fees) regarding fire inspection fees): adds reference to Code Sec. 123.102 in title; removes “annual” from bill title; corrects scrivener’s errors on p. 3 and p. 4 (incorrect underlining and capitalization).

Amendment

(Amending Ordinance Code Chapters 123 – Public Fees, Chapter 111 – Special Revenue and Trust Accounts, Chapter 191 – Special Events and Chapter 154 – Alcoholic Beverages – to implement ticket surcharge increases and to establish ticket user fees for the Amphitheater and Covered Flex Field): clarifies that surcharge revenues are to be used only for capital expenditures and capital maintenance (not routine maintenance and repairs); corrects a Code section number reference; removes the Equestrian Center from the list of venues with their own separate enterprise funds within the Special Trust and Revenue Accounts chapter and adds the Ritz Theater and Museum to the separate funds list.

Substitute

(Amending Ordinance Code Chapter 745 - Addressing & Street Naming Regulations – regarding requirements for honorary street naming):

 

TEU: adds a 60 day notification process to affected property owners whose addresses will be changed (street renaming) or are assigned to the street (honorary designation); deletes provision allowing a council member sponsoring a name change or honorary designation on behalf of a private citizen or group to cover the costs of such renaming or designation using the City Council’s operating budget.

 

Finance: TEU substitute, but deletes Sections 4 and 5 of the TEU substituted bill regarding repeal and codification of language in the chapter as redundant.

(Amending Ordinance Code Chapter 51A – Jacksonville Housing Authority regarding selection of the Housing Authority Board chair): adds a reference to exercise of all powers authorized for housing authorities under Chapter 421, Florida Statutes.

(Appropriating $415,313 to fund installation of 2,054 temporary seats in Everbank Field for TaxSlayer Bowl): attaches a Revised Exhibit 2 (revised third amendment to the City/SGA contract); attaches a Revised Exhibit 3 (revised 7th amendment to the Gator Bowl Association stadium lease) to reduce the City’s contractual obligation from a minimum of 76,500 seats to the current fixed seat count and seat configuration as it may exist each year, with the addition of 2,054 temporary club seats for the 2016 through 2019 games.
