16-69

Amendment

(Rezoning on Lem Turner Road from CCG-2 and RR to PUD): Per OGC, the rezoning is approved subject to conditions: 1) a 5-foot non-access easement along Jerry Lane shall preserve 108 trees depicted on the attached tree survey and shall remain in its current natural condition, and lots backing up to the easement/buffer shall have a 6 foot high solid wood fence on the inside of the easement/buffer; 2) a 5 foot non-access easement along Centerwood Court shall preserve the 26 trees depicted on the attached tree survey and shall remain in its current natural condition, and the 2 lots abutting the Creekside subdivision shall have a 6 foot high solid wood fence on the inside of the easement/buffer; 3) the developer may provide a combination of recreation area square feet and contribute to the Parks and Recreation Department the fees per Sec. 656.420 for any deficiencies in recreation area square feet requirements. Attaches Exhibit 5 (Tree Preservation Survey).

(Rezoning on North Main Street): Per OGC, changes the grant of waiver of liquor license distance requirements from approval specific to the current owners to a general grant to the property.

(Amending Chapter 191 – Special Events): appropriates $70,000 from Special Council Operating Contingency to provide $5,000 per district council member to pay for expenses of hosting Neighborhood Community Events as defined; defines Neighborhood Community Event as an event that educates, promotes and informs persons of governmental activities, programs or projects affecting the council district, but excludes town hall meetings; creates  procedure for scheduling and  requesting Neighborhood Community Event assistance from the Special Events Office, Parks, Recreation and Community Services Department, Sheriff’s Office, Fire and Rescue Department, Public Works Department and Risk Management Office; provides for co-sponsorship of events by means of gifts to the City; prohibits political campaigning at Neighborhood Community Events; designates the Special Events Office as the oversight agency for such events.

(2017-21 CIP): attaches revised Exhibit 1 (5-year CIP schedules for all agencies); attaches revised Exhibit 3 (CRA Capital Projects Schedule) to reflect all CRA projects in FY 2016/17 and previous years funding for those projects; requires Finance Department submittal of final CIP to include project changes inclusive of scopes; corrects CIP year reference (p. 3, line 2); strikes projects not lapsed being for information purposes only and insert report date of July 13, 2016.

(Approving indigent care fund sharing agreement with Shands Jacksonville)

PHS - adds FY16-17 Budget amount of $26,275,594; conditions City execution of agreements and disbursement of funding to the state on adequate participation in the IGT program by other counties;  attaches Revised Exhibits 1 (revised agreement between City and Shands Jacksonville); attaches Revised Exhibit 2 (revised agreement between the City and the Florida Agency for Health Care Administration).

(FY17-21 ITEC plan): Rules - attaches Revised Exhibit 1 (revised ITECH projects list); corrects year reference to 2017-2021.

(Rezoning on North Main Street from PUD to PUD): Per OGC, approves the rezoning with condition – outside storage shall be allowed on Parcel A at the location shown on the site plan; attaches Revised Exhibit 3 (revised written description); attaches Revised Exhibit 5 (Development Services Memorandum, or as otherwise approved by Planning Department).

(Amending Chapter 168 – Burglary and Robbery Alarms):

PHS – makes alarm contractors and alarm monitoring companies responsible for notifying each customer in writing – either via paper registration form or referral to the JSO’s online registration system – of the registration requirements of Code Sec. 168.103 and requires evidence acceptable to the JSO that they have complied with this section; corrects numerous Code section references.

 

Floor – requires alarm installation contractors to notify each customer - either via paper registration form or referral to the JSO’s online registration system – of the registration requirements of Code Sec. 168.103 upon installation, activation or reactivation of any alarm system; requires alarm contractors to update their current customer contact information annually by accessing the JSO’s alarm registration database and to attest compliance with this requirement annually to the JSO; requires alarm monitoring companies to notify each customer by verbal notice of the registration requirements of Code Sec. 168.103 and to attest compliance with this requirement annually to the JSO; corrects numerous Code section references.

(Closing and abandoning right-of-way in Cecil Commerce Center): changes 60 foot right-of-way to 30 feet.

Amendment

(Amending JIA CRA, King/Soutel CRA, Combined Northbank CRA's & Southside CRA budgets for FY15-16): strikes Section 2 and inserts new Section 2 – Appropriation and Section 3 – Purpose and attaches a new Exhibit 7 (BT) to describe the JIA CRA budget changes for FY15-16 and FY16-17; inserts new Section 5 – Appropriation and attaches a new Exhibit 8 (BT) for the King/Soutel CRA budget transfer for FY15-16; strikes Section 8 and inserts a new Section 8 – Appropriation, Section 9 – Purpose and Section 10 – Carryover of Appropriated Funds – and attaches a new Exhibit 9 (BTs) to reflect actions taken by the DIA CRA Board to amend the FY15-16 budgets of the Downtown Southside, Downtown Northwest and Downtown Northeast CRAs; adds carryover language to FY 16/17.
