NCIS Committee: Council Member Wilson reviewed the actions of the
committee from its meeting.
Finance Committee: Council Member Brosche reviewed the actions of the
committee from its meeting.
PHS Committee: Council Member Newby reviewed the actions
of the committee from its meeting.
TEU Committee: Council Member Ferraro reviewed the actions
of the committee from its meeting.
Rules Committee: Council Member Dennis reviewed the actions of the committee
from its meeting.
LUZ Committee: Council Member Becton reviewed the actions of the
committee from its meeting, noting that some members of the public at the
meeting challenged the accuracy of the Planning and Development Department’s
report on 2016-356 (large scale future land use amendment on New Berlin Road
and Alta Drive). He intends to offer the Planning Department the opportunity to
address this challenge at tonight’s meeting and expects that there may be
additional public input, after which the Council may wish to re-refer the bill
to the LUZ Committee for additional work. Bill Killingsworth, Director of the
Planning and Development Department, stated that the department’s report was
factually accurate; the challenge was made on the basis of the means by which
some members of the public interpret the way the data is evaluated under the
Comprehensive Plan, which was an incorrect interpretation of the rules. Council
Member Becton believes that there were factual inaccuracies in the assignment of
traffic data to specific roadway links. President Boyer indicated her desire
that the Council not engage in extensive debate on matters of factual accuracy.
If there are substantial questions she would prefer that the bill be
re-referred to the LUZ Committee for another hearing. President Boyer noted
that 2016-356 is not a quasi-judicial matter so no declarations of ex parte communication need be made.
Ms. Boyer noted the presence of a Public Participation period in the
agenda for any item of legislation that is proposed for action as an emergency
or is a resolution that will not have a formal Council public hearing. Any bill
that is the subject of a Public Participation period at tonight’s meeting will
not need another public participation opportunity in committees next week.
Council Member Morgan requested that she be added as a co-sponsor to
Ordinance 2016-487 (appropriating $125,000 from the Tree Protection and Related
Expenses Trust Fund to plant a tree at each of the Duval County Public Schools
facilities).
Special Committee topics for next week’s committees
NCIS: Jacksonville’s Tourist Development Plan (current plan and
proposed revision)
LUZ: the committee has another appeal scheduled for the next several
meeting which will supersede a special committee meeting
Rules: board and commission review – Tourist Development Council,
Value Adjustment Board, and Jacksonville Waterways Commission
Finance: the committee will hold off on special committee meetings
until after the budget hearing process is completed
PHS: Community policing and a Zika virus
update
TEU: City Mobility Plan
