Amendment

Finance: Isle of Palms Special District budget – amended to authorize financing of district projects; attaches a new Exhibit 2 (Board resolution); corrects a reference within the ordinance from Section 1 to Section 2.

 

Floor: Finance amendment, plus deletes district authority to require relocation of vessels during the dredging process.

Changes the purpose of the appropriation from the Pine Forest Infrastructure Project to a prioritized list of 1 or more CDBG-eligible projects in the Pine Forest neighborhood.

Corrects appropriation amount from the Metro Park Maintenance Account to $95,000; attaches Revised Exhibit 1 (revised B.T.); corrects date of event being reimbursed to December 6, 2015; clarifies that City agrees to reimburse Danny Wimmer Productions a flat amount of $95,000 and that this represents payment in full; authorizes payment to be made by check request; attaches invoice from Danny Wimmer Productions as Exhibit 2; includes explanation of appropriation.

Rezoning on Rouen Cove Drive approved subject to conditions: specifies location of required 8 foot fence; entire Written Description is made a condition of the ordinance and amendable only through Council action.

Rezoning on Myrtle Avenue North to PUD approved subject to condition: only beer and wine (not liquor) may be sold for on- or off-premises consumption; attaches Revised Exhibit 3 (revised written description dated 5.19.16); attaches new Exhibit 5 (Planning and Development Department memo re: parking and sidewalk requirements.

Clarifies that appropriation of Dept. of Homeland Security air quality monitoring funds is for operational costs, including two employees and equipment and states that the budget increase over past year is primarily due to funding to replace 2 vehicles.

Option agreement for sale or lease of Jaxport-owned property in Mayport: attaches Exhibit A (property description) to Revised Exhibit 1; changes effective date in attached option agreement from “May 1, 2016” to when “enacted by the City Council and signed by the Mayor” and signed by the Jaxport Board.

Appropriation of legal settlement funds for Sunshine Law violation: attaches Revised Exhibit 1 (revised B.T.); adds language in bill text that funds are appropriated from General Fund GSD fund balance.

Slot machine referendum authorization: strikes reference to subsequent legislative action by the City Council to implement the adopted referendum (Section 7 – Separate Legislative Action); deletes “despite the foregoing” on page 3, line 11; changes wording from “the Jacksonville City Council desires to give” to the Council “believes that the Florida Constitution … and … Florida Statutes authorize” a referendum on this subject; adds a line to the ballot question clarifying that use of slot machines is restricted to persons 21 years of age and older; changes wording regarding approval or disapproval of “the amendment”  to “authorization of slot machines”.
