Finance
Committee: Council Member Gulliford reviewed the actions of the committee from
its meeting.
TEU Committee:
Council Member R. Brown reviewed the actions of the committee from its meeting.
RCDPHS
Committee: Council Member Carter reviewed the actions of the committee from its
meeting.
LUZ
Committee: Council Member Wilson reviewed the actions of the committee from its
meeting, noting that action on 2016-55 (rezoning on Oak Street for The Roost
restaurant) will be postponed for two weeks. Assistant General Counsel Susan
Grandin noted a typographical error on the Amendments and Substitutes sheet in
the amendment to 2016-210 (rezoning for M.D. Anderson Cancer Center at Baptist
Medical Center) – the maximum height of the cancer center is limited to 195
feet, not 115 feet.
Rules
Committee: Council Member Schellenberg reviewed the actions of the committee
from its meeting.
Council
Member Boyer reported that the Downtown Investment Authority and the applicant
had requested that 2016-187 (converting 110,000 sq. ft. of office space rights
in the Downtown DRI – Southside to 264 multi-family residential units) be postponed
until the meeting of May 24, 2016.
Council
Member Crescimbeni asked that 2016-305 (authorizing renewal of the submerged
land lease for the Shipyard public pier) be referred to the Jacksonville
Waterways Commission.
President
Anderson noted that the front door of City Hall is closed for construction
work, except for exit in case of emergency. The front door has been temporarily
located to the Laura Street entrance.
The
President noted that 2016-55 had been the subject of 14 hours of testimony over
several hearings and is being postponed for 2 weeks until May 24th
in order to give council members sufficient time to review the voluminous
testimony before rendering a decision. Since the appeal hearing is closed,
council members should not receive any new testimony before rendering a
decision in two weeks. No e-mail or letters regarding The Roost should be read,
no phone calls or personal discussions allowed. The President will make an
announcement before the Public Comment periods tonight that additional
testimony regarding The Roost cannot be taken.
Council
Member Wilson said that he would be offering a floor amendment to 2016-130
(requiring posting of human trafficking awareness signage at certain adult
entertainment establishments) to add a penalty provision for failure to pay citations
for violations of the ordinance. President Anderson announced that the Finance
Second amendment will be moved first, followed by Council Member Wilson’s and
Council Member Becton’s floor amendments.
The
President said that 2016-300 (authorizing a referendum on extending the Better
Jacksonville Plan local option sales tax for an additional 30 year to fund
pension obligation amortization) would be taken up immediately after the first
Public Comment period.
Council
Member R. Brown asked that the Office of General Counsel provide him with the
legal basis on which the City can require speakers at public hearings to give
their addresses for the record as required by 2016-181 (amending the
requirement for speakers to give their address in an audible voice for the
public record before speaking).
