Amendment

Per OGC, rezoning on West Beaver Street from IL, CCG-2 and RR-Acre to PUD approved subject to conditions:

·        Owner shall install and maintain a minimum 8 foot tall fence or wall not less than 95% opaque along all open public rights-of-way including Beaver Street and Pasadena Street; the main entry gate shall be sufficiently recessed to allow for stacking of trucks and trailers entering the storage yard, as approved by the Planning Department.

·        Hours of operation shall be Monday through Saturday from 8:00 a.m. to 5:00 p.m.; reduced hours are allowed and administrative paperwork can occur after-hours.

·        Parking lot shall be brought into compliance with Zoning Code Part 12 (Landscaping) or as otherwise approved by the Planning Department; a minimum of 12 spaces must be provided.

·        The on-site dumpster shall be relocated to be at least 10 feet away from the right-of-way of Beaver Street and shall be screened with a fence not less than 6 feet tall and 95% opaque.

·        Junk vehicles and parts shall not be stored within 10 feet of the outer boundary of the property and no racks or storage on racks shall be visible from the existing grade along Beaver Street.

Inserts language acknowledging demolition of 1 building on site and rezoning approval is based on remaining 3 structures.

Amendment

Per OGC, rezoning from PUD to PUD on San Jose Boulevard approved with addition of Revised Exhibit 3 (revised written description), Revised Exhibit 4 (revised site plan), addition of new Exhibit 5 (Development Services Division memorandum) and subject to conditions:

·        All sag, drop and convex lenses prohibited; illumination levels shall not exceed 0.5 foot candles (f.c.) when building or parking areas are located adjacent to residential areas and shall not exceed 1.0 f.c. abutting other non-residential uses; all lamps shall be metal halide, compact fluorescent or LED; light poles shall not exceed 30 feet; exterior lighting plan shall be approved by Planning Department.

·        Developer shall mount light fixtures on canopies so that the lens cover is recess or flush with bottom surface of canopy.

·        There shall be a 5 foot wide pedestrian walkway traversing the site in a north-south direction with curbs or wheel stops spaced to provide 5 feet of dedicated clear space for pedestrians; there shall also be a continuous sidewalk along the full width of the front of the existing retail building.

Attaches Second Revised Exhibit 1 (second revised deeds) to St. Johns River Ferry transfer to JTA; attaches Second Revised Exhibit 2 (second revised bill of sale); attaches Second Revised Exhibit 5 (post-closing and further assurances agreement) to: reference additional grant applied for for slipwalls project completion, correct insurance amounts, include interlocal agreement language providing that JTA will operate the ferry through 2036, reflect that JTA gives the City first right of refusal should JTA cease to operate the ferry, update language to acknowledge haul-out completion, clarify that JTA subsidy payments will be made of the period the City operated the ferry, and clarify example of capital and extraordinary capital expenses.

Clarifies that the agreement for office space use by the Health Department in the St. James City Hall is at no cost; attaches Revised Exhibit 1 (revised BT) to: correct square footage, correct withholding amount to $24,930.65 and clarify that parking is billed on a fiscal year basis; attaches Revised Exhibit 2 (list of Health Department facilities) to correct square footage of Ed Ball Building space; attaches Revised Exhibit 3 (Health Department facility use terms) to include definition of “hazardous material.”

Attaches Revised Exhibit 1 (revised BT) to Better Jax Plan pay-as-you-go septic tank remediation project to reduce appropriation by $1.05 to match exact amount of JEA invoice; attaches Revised Exhibit 2 (revised project information sheet).

Administrative reorganization shifts Office of Economic Development into Chapter 26 of the Code while leaving DIA in Chapter 55; shifts the Office of Sports and Entertainment into Chapter 27; corrects grammatical errors; corrects the name of the Northwest Jacksonville Economic Development Fund and strikes several references to the Fund on p. 20; changes language within new Section 55.316(b) and includes a deletion of Sec. 55.311(d) concerning a liaison relationship between the DIA and Public Parking.

Finance: Attaches Revised Exhibit 1 (revised BT) to clarify that the Jax Journey funds being used are appropriated from the Special Council Contingency – Jax Journey account and Special Events – Florida/Georgia Game, bleacher rental account; attaches detailed project expenditure sheets as Exhibit 3; leaves $350,000 of the proposed appropriation in the Journey contingency fund for summer programming to be determined at a later date.

 

Floor (Newby): Attaches a Second Revised Exhibit 1 (second revised BT); attaches a Revised Exhibit 2 (Revised RC) to increase the number of part-time hours in support of the Summer Jobs Program from 22,000 to 37,000; attaches a Revised Exhibit 3 (revised program expenditure listing) to include $350,000 for summer camperships with a literacy component; inserts a new Section 5 in the ordinance providing that $250,000 of the $701,250 appropriated by Ordinance 2016-63-E shall be used by the Children’s Commission as partial funding for a 7-week enhanced summer camp program using guidelines established by the Jax Journey Oversight Committee.
