15-764

Amendment

Amends JEA Charter to replace reference to Intra-Governmental Services Department with generic reference to the City department/division responsible for personnel functions.

Amendment

Per OGC, Pinegrove Deli rezoning from RLD-60 to PUD recommended for approval subject to conditions and revised exhibits:

• Garbage shall not be picked up prior to 7AM nor after 9PM;

• Signs shall be to City standards;

• The sale of beer and wine for on-premises consumption, outdoor seating, hours of operation between 8AM and 8PM, and a 55 seat restaurant are allowed only so long as zoning exception E-16-03 remains in place. The exception may be transferred to a Bajalia family member, as defined in the exception.  Should the exception cease to be used by a Bajalia family member, then the use must revert to no on-premises consumption of beer or wine, no outdoor seating, hours of operation from 7AM to 5PM, and only 40 seats for the restaurant.

Attaches Revised Exhibit 3 (revised written description) and Revised Exhibit 4 (revised site plan), new Exhibit 5 (Development Services Memorandum), and new Exhibit 6 (Final Order for E-16-03).

Amendment

Per OGC, Townsend Village rezoning from PUD to PUD recommended for approval subject to conditions:

·        Development is conditioned on the road layout and minimum setbacks as shown on the Site Plan dated March 2016;

·        Street trees shall be added along the northern side of the roadway from the entrance to the turn in the road to the north, to include a 4 inch caliper shade tree every 25 feet;

·        Sidewalks shall be provided in front of all lots unless prohibited by the Land Development Procedures Manual;

·        The automobile garage doors shall be set back at least 3 feet from the front plane of the house;

·        The developer shall install a 6 foot, 85% opaque wooden fence adjacent to the Captiva Condominiums along the western property line, instead of the fence as specified in the written description, and said fence shall have the finished side facing the Captiva Condominiums.

Attaches Revised Exhibit 4 (revised site plan) and new Exhibit 5 (Development Services Memorandum).

Per OGC, rezoning from IBP to PUD on Golden Wings Road recommended for approval subject to a condition that the landowner acknowledges that a portion of the property is in the flood plain and must be developed in accordance with regulations regarding same. Attaches a Revised Exhibit 3 (revised written description) and Revised Exhibit 4 (revised site plan)

Per OGC, rezoning from PUD to PUD on Atlantic Boulevard recommended for approval subject to a condition that the lighting plan shall be submitted to the Planning and Development Department for review and approval at the time of Verification of Substantial Compliance to insure that the lighting does not interfere with flight operations and airplane traffic at Craig Airport; attaches new Exhibit 5 (Development Services Memorandum).

Amend JTA’s 2015/16 budget to include a Ferry Operating Division; attaches Revised Exhibit 1 to correct RE number in Special Warranty Deed and to insert the legal description in the Quit Claim Deed; attaches Revised Exhibit 2 to include all exhibits and add an exhibit for the Coast Guard bill of sale form for the vessel; attaches Consent to Assignment and Assumption (Exhibit 3) if HMS confirms they want it added; attaches Revised Exhibit 4 to insert Grant Information and True-Up language; attaches Revised Exhibit 5 to correct dollar amounts, insert true-up language, clarify the split of capital expenditures, clarify that capital expenditures are net of grant funding received, and to reference a required payment by JTA to the City for 6 months of insurance coverage; includes statement that JTA will continuously operate the ferry (365 days a year) when not in dry dock; attaches Exhibit 6 which is the Second Revised JTA Budget Schedules.

Clarifies that the funds for the crime study by the John Jay College of Criminal Justice will be appropriated from the Special Law Enforcement Trust Fund; defines “CUNY” as City University of New York; strikes “to the Jacksonville Sheriff’s Office” in Section 2; attaches certification of proper use of Trust Fund as required by Florida Statutes as Exhibit 3.

Removes carryover language from Jax Journey appropriation to JSO for violent crime reduction efforts.

Amendment

Finance: Clarifies that the City acknowledges and forgives the Bob Hayes Track Meet’s non-compliant 2014/15 expenditures; corrects date of 2016 meet to March 19; clarifies that budget amendments are allowed for up to 60 days after event; changes emergency approval on first reading to one-cycle approval; allows any line item to vary by 20% or $2500, whichever is greater, without needing prior Council approval; attaches a revised budget as Revised Exhibit 2 with 22 line items.

 

RCDPHS: Finance amendment, plus attaches a Second Revised Exhibit 2 - a second revised budget in the same total amount for the event with several line items condensed into fewer (16) but broader expenditure categories.
