Amendment

Amends GEPP eligibility ordinance “whereas” clauses to correct a year reference to an OGC opinion (p.2, line 21) and to clarify that PFPF employees have always been and continue to be eligible to participate in the City Retirement System.

Substitute

As substituted, the amendment to the policy regarding donation of surplus property for residential housing provides the policy and process to be followed for establishing the inventory of parcels for affordable housing and the donation/sale of parcels; adopts the FY 2015-16 affordable housing inventory list; establishes a special revenue account for the proceeds to be deposited from the sale of affordable housing properties; and provides for a sunset date 2 years from the effective date of the ordinance.

Amendment

Amends PFPF and GEPP membership eligibility by striking "permitting" and inserting "authorizing" on p. 1, line 24; strikes "pension" and inserts "retirement" on p.2, lines 24, 25, 30 and 31; after the word "Jacksonville" inserts "under the provisions of chapter 18610, Acts of 1937" on pg.4, line 22.

Amendment

Finance: Expands the application of the term limit bill from City Council members to “elected officials” including the Mayor and the five constitutional officers; provides that the referendum on extending term limits shall be held at the August 2016 statewide primary election unless a local option sales tax extension to pay for unfunded pension liability is scheduled for that election, in which case the term limits extension referendum shall be held at the November 2016 general election.

Amendment

Clarifies that the purpose of the bill is to reconfirm a previous appropriation of funds from Drainage System Rehab account to Fire and Rescue Department salaries; directs Finance Department not to transfer additional funds; provides that the salary differentials confirmed by this bill apply only to the current incumbents in the affected positions for FY15-16; if the incumbents leave those positions during the fiscal year their salary differential shall be transferred to a Special Council Reserve account.

Affirms the decision of the Historic Preservation Commission to allow demolition of structure at 1634 Ionia Street and denies the appeal.

Per OGC, approves a rezoning to PUD on Starratt Road subject to conditions; attaches Exhibit 5 – Development Services Memorandum dated December 21, 2015; conditions include: lot coverage shall not exceed 50%; minimum 6 foot high, minimum 85% opaque vinyl fence or brick wall must be installed and maintained along rear lot lines of lots 1-12; northern 20 feet of property along Starratt Road shall be common area owned and maintained by the homeowners association; no decorative hardscape materials except a sidewalk shall be placed in the 20 foot zone; a fence or wall shall be provided between the common area and Lot 1 with landscaping providing a buffer between the fence and ROW of Starratt Road.

Continuing Sunshine Law education for council members: strikes Section 602.1001 (c) in its entirely regarding a requirement for appointed employees to attend an ethics program within the first 6 months of employment; in current Section 602.1001(d) after "every employee" adds "(regular and appointed)"; inserts "digital” on pg. 3, line 30 before "certificate".

Appropriation to fund employee wellness program: corrects previous ordinance number  reference on page 2, line 3; changes “trust fund” to “special revenue fund”;  strikes carryover language in bill and  special revenue fund language; special revenue fund will not be self-appropriating and will not be an all-years  fund;  attaches Revised Exhibit 1 (revised BT); changes reporting requirement from Council Auditor to City Council

Ordinance Code amendments on public service grants:

·        deletes section 80.102(f);

·        adds chapters 112, part 3, F.S. and  602 Ord. Code under Compliance within section 80.104;

·        clarifies that section 80.105 is concerning the grant award procedures;

·        adds that courtesy grant application review will be done until 5 business days  prior to the application deadline;

·        adds that PSG Council can provide recommended changes to assignment  of points to evaluation criteria;

·        changes page number maximum for application contents;

·        applicant must include list of each non-compliance incident within  the past 3 years;

·        removes interview as an evaluation criterion;

·        assigns points to the evaluation criteria;

·        adds non-compliance list as an appealable matter;

·        updates the staggered terms chart;

·        amends Section 118.503 to modify the penalty period.

 

Floor: adds Jax Journey programs to the list of programs ineligible to receive grant funding in Section 118.805(a); adds language in 118.806(d) that would prohibit requesting agency from adding new written materials or information to its application; adds language in 118.810 that PSG Appeals Board standard of review for appeals is de novo (anew) as to the specific matters being appealed in the notice of appeal.

JTA BJP project list: attaches Exhibit 3 (executed JTA board resolution supporting completing the listed projects); attaches Revised Exhibit 1 (project list) reflecting JTA’s commitment to complete the projects.

Economic development agreement with Kraft Heinz Foods:

·        corrects state QTI match amount to $160,000;

·        attaches Revised Exhibit 1 (revised Project Summary) to correct capital investment amount;

·        attaches new Exhibit 2 (DIA resolution);

·        places revised agreement “on file” to correct an error in the Table of Contents, to include approval by the CEO of the DIA for REV grant payments;

·        corrects the JSEB amount in Section 9 to $197,600;

·        attaches a Revised Exhibit B to correct the capital investment amount;

·        adds additional language to the development agreement regarding the company’s commitment to cooperate with the City in the construction of public walkways along Hogan’s Creek adjacent to the plant and to expand community engagement efforts in the area.
