15-583

Amendment

Per OGC, the rezoning  of 13.6 acres on 4000 Spring Park Rd. from RLD-60 to PUD (Faith United Methodist Church) is approved as follows: Exhibits to include revised written description and site plan and provides conditions regarding:

           No outdoor intercom use unless an emergency,

           Up to 12 RV’s allowed as shown on site plan for temporary visitors to the place of assembly,

           Hours of operation limited to from 7AM to 8PM for any substance abuse meetings,

           In Parcel 3, hours of operation for outdoor activities limited to from 7AM to 8PM, and

           Building setback from residentially zoned property along northern boundaries of Parcels 2 and 3 is 25 feet.

Amendment

Per OGC, rezoning 24.82 acres on northeast side of Gate Parkway and Point Meadowns Dr. from PUD to PUD (IKEA) recommended for approval as follows: Exhibits to include revised written description, site plan, Development Services Memorandum, and Traffic Engineering Division Memorandum and provides conditions regarding:

           Restrictions on site lighting,

           Wall signs and seasonal banners not to exceed 10% of building façade facing public right-of-way,

           Sixteen IKEA flags permitted,

           Interior signs not to exceed 10 feet in height,

           Landscaping reduction of 40% for required terminal islands and trees so long as there is no overall reduction in landscape provided,

           No reduction of trees required adjacent to I-295,

           On Gate Parkway a Thru Lane is to be provided from the truck entrance to the main passenger car entrance by the developer.  If such change costs more than $150,000 or takes longer than 6 months to permit, developer will, at no cost to the City, turn over any construction documents or permits acquired to date, the remainder of the $150,000 not yet spent on the Thru Lane, and the land upon which to construct the Thru Lane.

Amendment

Per OGC, waiver of minimum road frontage at 12818 Mandarin Rd. from 96 feet to 18.86 feet in RLD-120 zoning district recommended for approval with the condition that property not be further subdivided.

Substitute

Appropriates $400,000 ($200,000 each from Historic Preservation Trust Fund and CDBG) for the completion of Beaver Street Villas being developed by Clara White Mission; designates DIA and Housing and Community Development Division as oversight departments of applicable funding; adds an execution of documents section to the legislation; attaches a Revised Exhibit 1 (revised BT) to use older available CDBG funding; attaches Exhibit 2, a signed DIA resolution with accompanying term sheet; attaches Exhibit 3, a historic preservation grant agreement that requires satisfactory inspection from the DIA and the historic preservation section prior to historic preservation grant disbursement.

Amendment

Per OGC, amends San Marco Overlay portion of the Zoning Code to clarify that the riverfront of thru lots shall be treated as a “rear yard”, and outlines height limitations and setbacks for accessory structures in side and rear yards.  This amendment further clarifies the height and setback limitations specific to lots within 3 historic plats containing lots on the St. Johns River.

Amendment

Per OGC, amendment to Landscaping Requirements of the Zoning Code to require the landscaping to be brought into full compliance if within a 3 year period the cumulative total of a renovation project is at least 50% of the assessed value the project will be deemed a “Qualified Project”.  Corrects spelling of “Project” on page 2, line 12.

Pg. 1, line 7 of ordinance vacating a plat in Jacksonville Heights should read “pursuant”; removes reference to Easements in Section 2 of bill; removes and replaces Exhibit 2 with signed version of surveyor’s affidavit.

Amendment

Per OGC, amendment to the Zoning Code to repeal the new Donation Collection Bins ordinance and create new standards.  This amendment limits the action to a repeal of the Donation Collection Bin ordinance and does not create new criteria.
