Meeting Convened:
8:31 a.m.
Chairwoman Brosche called the meeting to order and asked the
attendees to introduce themselves. Ms. Brosche reviewed the Auditor’s marked
agenda which included 6 items marked for deferral, 25 items ready for action (1
for substitution and re-referral, 1 for withdrawal, 3 requested for emergency
approval) and 14 items for second reading and re-referral.
2016-779 (approving the "Northwest Jacksonville
Economic Development Fund - Goals, Policies & Guidelines") will be
substituted to correct the attached exhibit and re-referred.
Ms. Brosche announced that the committee would hear a report
from General Counsel Jason Gabriel regarding the Loblolly Wetlands Mitigation
Bank and that Council Auditor Kirk Sherman would report on the latest Council
Auditor’s audit report. The topic of the Special Meeting would be a
continuation of the discussion of City grant budgeting processes. At the
conclusion of the meeting, if there is time at the end of a long agenda, the
committee will hear from Finance Director Mike Weinstein and Police and Fire
Pension Fund Executive Director Ken Johnson regarding the recent media reports
concerning an increase in the City’s employer contribution to the PFPF for FY17-18.
