Chairwoman Brosche called the meeting to order and introduced
the day’s topic – a continuation of the previous meeting’s discussion of City
grant-related budgeting processes. City Budget Officer Angela Moyer distributed
and discussed recommendations for changes to the budgeting procedures for the
Jacksonville Children’s Commission – Schedules M and A2.
Ms. Moyer said that there are three different limits on the
JCC’s ability to transfer funds between programmatic areas or between funded
agencies within program areas, depending on what budget schedule the
appropriation is listed on. She explained the multi-step process currently
required to make changes to the JCC’s budget allocations, beginning with JCC
staff and board approval, Mayor’s Budget Review Committee approval, bill
drafting by the Office of General Counsel and ultimately City Council approval
of an ordinance.
Children’s Commission Executive Director Jon Heymann explained the historical context on the prohibition
against transferring funding between agencies within a program area and
explained why program budgets sometimes change mid-year. Chairwoman Brosche
felt there was value in the City Council at least being informed of JCC
programmatic changes by the Commission before council members hear about it
from constituents or disgruntled service providers. Council Member Anderson felt that there
should be a threshold dollar amount that would trigger notification to the City
Council, if not full-blown legislative approval. The amount of the threshold
would likely depend on the Council’s confidence in the JCC board and management
to make sound judgements without oversight.
Staff from the Budget Office, Council Auditor’s Office and
Children’s Commission will meet in the next few weeks to discuss potential
recommendations and threshold amounts. After those meetings Chairwoman Brosche
will determine if the topic is ripe for discussion at the first Finance
Committee special meeting on January 4th or if it should be
postponed to the second meeting in January.
