Council Auditor Kirk Sherman made a
presentation of his office’s Report #786 – Budget Summary Fiscal Year 2016-17.
He praised the smoothness of the budget process this year and thanked both the
Finance Committee and the administration for their good work on the budget. The
Council made five significant changes to the budget as proposed by the Mayor:
1) adding $500,000 additional for library materials purchases; 2) adding $1
million additional for new sidewalk construction; 3) adding $3 million
additional for ADA settlement sidewalk construction; 4) adding $3.5 million of
pay-as-you-go funding for vehicle replacement; and 5) eliminated $4.7 million
in transfers from the Downtown CRAs to the General Fund. The millage rate was
unchanged from last year, and both ad valorem and sales tax revenues are
trending upward. The Council will get a report on the results of the Public
Service Grant and Cultural Service Grant allocations from those respective
committees shortly.
Ali Korman Shelton of the Mayor’s
Office reported that General Counsel Jason Gabriel and Assistant General
Counsel Jody Brooks have met with the attorney for the company managing the
City’s Loblolly Wetlands Mitigation Bank to discuss the findings of Council
Auditor’s Office Audit #784 and are working through the issues identified.

Summary NCIS: Sub/Rerefer Council President Boyer explained the
history of the City’s Tourist Development Plan and the rationale behind her
proposed substitute to the current bill. The current Tourist Development Plan
has not been updated in more than 20 years and the tax revenues are not
currently being spent in accordance with the adopted plan, which calls for
50% of bed tax revenues to be spent on convention development and marketing,
25% on tourism marketing, and 25% on tourist-attracting facilities. The plan
needs to be updated to meet current needs and to clearly establish what sorts
of marketing and convention and tourism development are desired before the
City issues an RFP next spring when the Visit Jacksonville! contract expires. Her proposal has 8 categories of spending
for the tourist development funds with minimum dollar allocations for each
category and a maximum amount for one of the categories. She believes that
over the past several years the actual expenditure of the funds as
recommended by the Tourist Development Council has been excessively weighted
to attracting convention and meeting business to hotel meeting facilities
(the Prime Osborn Convention Center being inadequately sized and located to
attract more than small meetings and local trade shows), and would prefer a
greater emphasis on general tourism marketing and the development of new
attractions and new or expanded public facilities. She also believes that the
process for giving grants to events needs to be completely re-thought and new
policies and criteria established for determining what events to support and

Member Anderson about the City’s ultimate plans to clean up the Shipyards
property, Public Works Director John Pappas said that the first step is the
on-going site assessment to determine the full extent of what contamination
exists and where, The next phase is to develop a remediation plan which will
be based on the future use of the property; uses that cover portions of the
site with an impermeable surface (building, parking lot) will reduce the
amount of area that needs to be fully remediated if those impermeable uses
are placed over contaminated areas to prevent any possibility of exposure to
the public. Public Works will be working closely with the Downtown Investment
Authority which has jurisdiction over the ultimate use of the property. It is
possible that the City’s remediation efforts will increase the value of the
property to an end user since the site will be cleaner, which may help to
recoup some of the City’s costs. APPROVE

Council Member Gulliford remarked on the day’s news
conference announcing the change of the name of the Jacksonville Suns baseball
team to the Jacksonville Jumbo Shrimp. Mr. Gulliford posed several questions to
the Auditor’s Office about the status of the Jacksonville Sports and
Entertainment Trust Fund, its current balance, and potential uses. He will
explore the plans for that trust fund with the Office of Sports and
Entertainment.
Finance Director Mike Weinstein answered question from
the committee about the City’s policies regarding use of the Emergency Reserve
and why the administration chose to use borrowing rather than that reserve fund
to provide the funding needed to restore the sand dunes at the beach destroyed
by Hurricane Matthew. Mr. Weinstein explained that the administration considers
the Emergency Reserve to be a funding source of last resort in the event of a
catastrophic emergency. The full extent of the Hurricane Matthew-related
expenses isn’t known yet, but the magnitude is not enough to warrant tapping
the Emergency Reserve. The current expenses can be handled with available cash
on hand and some minor borrowing. The three greatest impact areas from storm
damage are Huguenot Park, the Jax Beach pier and the
amount of yard waste cleanup. The City has hired Ernst and Young to document
the repair and cleanup costs for submission to FEMA for federal reimbursement.
Mr. Weinstein reported that the City has entered into an
agreement with the Army Corps of Engineers and the contractor doing the beach renourishment project to have the dunes restored along with
the remainder of the beach renourishment project (the
4 miles the contractor has left to do moving north toward Naval Station Mayport). There are 2 options for restoring the dunes
behind the 2.5 miles of beach already renourished in
Jacksonville Beach, and the City will get price quotes on both options – having
the contractor’s dredge go back after the completion of the beach renourishment to the original starting point and rebuild
the dunes on the first 2.5 miles, or having the contractor pile up a mound of
sand at the dredge’s current location for transport back to the southerly 2.5 miles
for dune restoration after the dredge has left for its next job. Council Member
Gulliford said that the dunes that survived the storm best were the ones that
had elevated walk-overs, not cut-through access points. He asked the Office of
General Counsel for research on what might be done to better protect the dunes
in the future. Council President Boyer reported that she has heard that other
jurisdictions use movable barricades to fill the access path dune cuts when
major storms threaten to prevent the storm surge infiltration seen in
Jacksonville Beach. Ms. Boyer also suggested the need to discuss with the Army
Corps of Engineers possible modifications to the jetties at the mouth of the
river that would allow sand to pass from the north side of the river (where it
is accumulating in the mouth of the Ft. George inlet, which needs to be dredged
to keep it navigable) to the south side where it could help slow the need for
continual beach renourishment.
