At the beginning of the meeting
Council Auditor Kirk Sherman gave an overview of his office’s report #785 –
Council Auditor’s Office Annual Report. Mr. Sherman reported that 40% of his
staff’s time is devoted to audits, with the remainder divided between
supporting the Council’s legislative function (3 staff members assigned
full-time to the Council) and performing special investigations and audits as
requested by the Council. Another function of the Council Auditor’s Office is
to be the liaison to the City’s independent auditor. The City is entering the
second year of its 3-year contract with Carr, Riggs and Ingram and is very
happy with the work the firm performed in its first year audit. The Council
Auditor supplies 600 working hours of CAO staff time to support the independent
audit, along with contributing 160 hours of staff time Ernst and Young during its
performance of the JEA’s independent audit. Mr. Sherman reported that in the
last fiscal year his office completed 11 special reports upon request. The
office also oversees required federal grant audits/reports. Follow-ups to
completed audits are performed within 18 - 24 months after audit release to
measure compliance; sometimes achieving full or nearly full compliance takes a
number of years. The Council Auditor’s Office has 18 accountants (13 of whom
are CPAs) and 1 administrative staffer. The accountants must complete 80 hours
of continuing education every two years. The CAO is also subject peer review
every 3 years by other government auditing professionals and the last review
produced a superior rating.
Council Member Gulliford suggested
that the Council needs to pay greater attention to the findings of the CAO’s
audit reports and follow up on the progress of implementing the
recommendations. Chairwoman Brosche noted that the Council Auditor has been making
presentations on all the audits/reports to the Finance Committee at the next
meeting after they are released. In response to a question from the Chair, Mr.
Sherman said that his staff has a list of potential audit subjects and chooses
its work program each year by a combination of a risk assessment (what City
functions have the most potential for fraud or malfeasance and the greatest
risk of losses) and determining what routine functions have not been audited in
the longest time and therefore deserve a fresh look.

Chairwoman Brosche announced that there would be no
Special Committee meeting today, and that Council Member Schellenberg is
developing the special meeting topic for the next cycle.
Council Member Gulliford informed the committee that he
is developing emergency legislation to provide funding for sand dune
restoration at the beaches to repair the damage done by Hurricane Matthew. The
quickest and most efficient way to do that is to expand the contract of the
beach renourishment contractor already at work on the beach to include pumping
additional sand onto the dunes. An initial cost estimate is $6 million for the
sand and $1 million for planting vegetation (sea oats). Unfortunately the
project needs to be approved and funded as an emergency because the
renourishment contractor is moving very quickly and will be done with the beach
portion of the project in fairly short order. The cost to re-mobilize this or
another contractor once they leave the scene for another job is estimated at $4
million. The ordinance will authorize the administration to borrow the $7
million to get the job done immediately by the current contractor, with the
hope that the federal government and/or the state may reimburse the City for
some portion of the cost at a later date.
