Meeting Convened:
8:30 a.m.
Chairwoman Brosche called the meeting to order and asked the
attendees to introduce themselves. She reviewed the Auditor’s marked agenda
which included 11 items marked for deferral, 14 items ready for action (1 as an
emergency, 1 for withdrawal) and 9 items for second reading and re-referral.
Bills 2016-597 (appropriating a $71,500 hazardous materials
planning grant) and 2016-598 (appropriating $1,586,354 in FEMA grant and local
match for EMS equipment) will be taken up first so that the personnel from the
Emergency Preparedness Division can return to the Emergency Operations Center
and continue their preparations for the approach of Hurricane Matthew. Those bills will be followed by a presentation
by the Council Auditor on his Report #731A – Jacksonville Retirement System
Follow-Up and Audit #784 – Loblolly Wetlands Mitigation Bank.
The topic of the first Finance Committee Special Meeting
will be the Community Development Block Grant and the City’s other grant
seeking processes.
