Meeting Convened: 8:32 a.m.

 

Chairwoman Brosche called the meeting to order and asked the attendees to introduce themselves. She reviewed the Auditor’s marked agenda which included 12 items marked for deferral, 9 items ready for action (2 as emergencies, 1 as a substitute) and 15 items for second reading and re-referral.

 

2016-504 (annual budget ordinance): the bill will be moved as a substitute reflecting all of the actions taken at the budget hearings, and with an additional amendment to the substitute to correct small items identified since the hearings were completed.  No other amendments will be considered today. Ms. Brosche noted that the deadline for any council member to submit a proposed amendment to the budget is at noon on Monday, September 26th. Requested amendments are already being drafted by the General Counsel’s office and are being listed in chronological order for consideration at the Council meeting on the 27th. Since the budget must be balanced and there is no Special Council Contingency fund on which to draw, any proposed amendment with a dollar impact must be balanced with a proposed funding source. In response to a question from Council Member Bowman about the latest property valuation figures from the Property Appraiser’s Office, Council Auditor Kirk Sherman said that the latest updates have shown no growth since the June report used for budgeting purposes and any future changes will likely be slight reductions in valuation as appeals of valuations are processed by the Property Appraiser and  Value Adjustment Board
